Definition: A residual category for disorders in which there is some admixture of specific developmental disorders of speech and language, of scholastic skills, and of motor function, but in which none predominates sufficiently to constitute the prime diagnosis. This mixed category should be used only when there is a major overlap between each of these specific developmental disorders. The disorders are usually, but not always, associated with some degree of general impairment of cognitive functions. Thus, the category should be used when there are dysfunctions meeting the criteria for two or more of F80.-, F81.- and F82.

16. Welcomes the actions that have been taken – in accordance with the recommendations of the steering group on relations with the national parliaments – since the entry into force of the Treaty of Lisbon to intensify cooperation between the national parliaments and the European Parliament, in particular as regards the planning of interparliamentary committee meetings, the increase in the number of such meetings (50 since 2010), the forwarding to members of the national parliaments and relevant political bodies of national parliament submissions (reasoned opinions and contributions), the introduction of videoconferences, the promotion of bilateral visits, technical improvements to the InterParliamentary EU information eXchange (IPEX), the increase in the number of collaborative projects carried out under the aegis of the European Centre for Parliamentary Research and Documentation (ECPRD), visits by administrative officials and the exchange of information and of best practice; believes that these actions help to make interparliamentary relations more efficient and more focused, while contributing to parliamentary democratisation;
16. se félicite des mesures prises depuis l'entrée en vigueur du traité de Lisbonne, conformément aux recommandations du groupe de pilotage sur les relations avec les parlement nationaux, en vue d'intensifier la coopération entre les parlements nationaux et le Parlement européen, en particulier en ce qui concerne la planification des réunions interparlementaires de commissions, l'augmentation du nombre de ces réunions (50 depuis 2010), la communication aux membres des parlements nationaux et aux organes politiques concernés des propositions des parlements nationaux (avis motivés et contributions), l'introduction de vidéoconférences, la promotion de visites bilatérales, les améliorations techniques apportées au système européen d'échange interparlementaire d'informations (IPEX), l'augmentation du nombre de projets de collaboration menés sous l'égide du Centre européen de recherche et de documentation parlementaire (CERDP), les visites de personnel administratif et l'échange d'informations et de bonnes pratiques; estime que ces mesures contribuent à rendre les relations interparlementaires plus efficaces et mieux ciblées tout en renforçant la démocratisation parlementaire;

Although it is understood that individual Member States can become Parties to the Convention in their own right and, as such, participate in Committee meetings, the European Parliament appeals to the EU and the Member States to coordinate their positions to the extent possible prior to Committee meetings and speak with one voice in these meetings.

Is of the opinion that further reorganisation of the Parliament working methods should be considered; repeats that substantial savings could be made by having a single seat for the European Parliament; stresses that the European Parliament should have the right to decide its own working arrangements; calls on the Secretary-General to implement a possible revision of the calendar for committee meetings and delegation missions; furthermore, calls on the Secretary-General to examine possible further opportunities for savings regarding delegations; if such changes can be implemented in 2012, requests that the administration provides the Committee on Budgets with a record of savings generated in 2012 in these areas;
