Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: A disorder characterized by impairment of memory, learning difficulties, and reduced ability to concentrate on a task for more than brief periods. There is often a marked feeling of mental fatigue when mental tasks are attempted, and new learning is found to be subjectively difficult even when objectively successful. None of these symptoms is so severe that a diagnosis of either dementia (F00-F03) or delirium (F05.-) can be made. This diagnosis should be made only in association with a specified physical disorder, and should not be made in the presence of any of the mental or behavioural disorders classified to F10-F99. The disorder may precede, accompany, or follow a wide variety of infections and physical disorders, both cerebral and systemic, but direct evidence of cerebral involvement is not necessarily present. It can be differentiated from postencephalitic syndrome (F07.1) and postconcussional syndrome (F07.2) by its different etiology, more restricted range of generally milder symptoms, and usually shorter duration.

Je m'adresse maintenant à mes amis de la liberté dans cette Chambre, non seulement aux libéraux qui siègent à mes côtés, mais aussi à quiconque a un coeur britannique dans la poitrine. Et je leur demande ceci: quand des sujets de Sa Majesté revendiquaient depuis des années leurs droits, que ces droits ont été non seulement ignorés mais refusés, et quand ces hommes mettent leur vie en jeu et se rebellent, quelqu'un dans cette Chambre dira-t-il que ces hommes, une fois leurs droits sauvegardés, n'auraient pas dû avoir la vie sauve, et que les criminels, s'il y en a eu dans cette rébellion, ne sont pas ceux qui se sont battus et qui ont versé leur sang, mais bien ceux qui prennent place sur ces sièges du Trésor?

In order to take effective action against these criminal networks, we need targeted training for the police and law enforcement officers.
Pour pouvoir agir contre ces réseaux criminels, il est nécessaire d'organiser une formation ciblée des fonctionnaires compétents.

With respect to the granting of pardons by the National Parole Board during the 1994-95, 1995-96 and 1996-97 reporting years: (a) how many decisions with respect to pardons did the National Parole Board make during these years: (b) how many total pardons were issued or granted during these years: (c) how many pardons were revoked during these years: (d) how many applications for pardons were denied during these years: (e) how many pardons were issued or granted for sexual offences during these years, including, but not limited to, the offences listed in sections 151, 152, 153, 155, 159, 160, 170, 212, 271, 272 and 273 of the Criminal Code or any of the earlier provisions of the Criminal Code which these sections replaced: (f) how many of the pardons that were revoked during these years had previously been granted for sexual offences: and (g) how many of the applications for pardons that were denied during these years were application to have one or more sexual offences pardoned?
