Stresses the importance of the investment plan drawn up by the Commission because it is the first step in balancing the insufficient volume of public and private investment in the Union, which poses a serious risk to attaining the targets set by the Europe 2020 strategy; stresses that the fall in investments that followed the economic crisis has been particularly marked in the least wealthy regions; recalls, however, that the Juncker plan represents only EUR 315 billion in potential investments over three years while, according to the Commission, the European Union has an investment gap of at least EUR 300 billion per year; insists, therefore, on the need to restore additional room for manoeuvre for investment in the EU budget and in Member States’ budgets; stresses, that projects guaranteed by the European Fund for Strategic Investments (EFSI) should contribute to meeting EU policy objectives, comply with the objectives of cohesion policy as defined in Article 174 TFEU and respect the principles of additionality, economic viability and sound financial management; recalls, in this regard, that Member States’ financial contributions in the form of one-off measures to the EFSI to support dedicated investment platforms and national promotional banks and which benefit from the EU guarantee are covered by the full range of the existing rules of the Stability and Growth Pact;
2. met l'accent sur l'importance du plan d'investissement élaboré par la Commission y voyant la première étape des efforts tendant à compenser l'insuffisance en volume des investissements publics et privés dans l'Union, qui constitue un risque important pour la réalisation des objectifs définis par la stratégie Europe 2020; souligne que la chute des investissements qui a suivi la crise économique a été particulièrement forte dans les régions les moins riches; rappelle cependant que le plan Juncker ne représente que 315 milliards d'investissements potentiels sur trois ans alors que, selon la Commission, l'Union européenne connaît un déficit d'investissement d'au moins 300 milliards d'EUR par an; insiste dès lors sur la nécessité de redonner des marges de manœuvre supplémentaires pour l'investissement au budget de l'Union et à celui des États membres; souligne que les projets garantis par le Fonds européen pour les investissements stratégiques (FEIS) doivent contribuer à la réalisation des objectifs stratégiques de l'Union, être conformes aux objectifs de la politique de cohésion définis à l'article 174 du traité FUE et respecter les principes d'additionnalité, de viabilité économique et de bonne gestion financière; rappelle à cet égard que les contributions financières apportées par les États membres sous forme de mesures ponctuelles au FEIS en faveur des plateformes d'investissement spécialisées et des banques nationales de développement et qui bénéficient de la garantie de l'Union, sont couvertes par l'ensemble des règles existantes du pacte de stabilité et de croissance

The national administration will contribute to only three priorities: 3 (through the development of infrastructure and support for projects in the science-technology-innovation system) and, to a very limited extent, 1 (to promote the internationalisation of firms) and 6 (technical assistance).

Takes note of the Commission’s Annual Growth Survey 2015, which endeavours to promote a return to higher growth levels and to strengthen the recovery; supports the three main pillars approach (boosting investment, accelerating structural reforms and pursuing responsible growth-friendly fiscal consolidation) as the right way to achieve these goals; considers that this approach should be fully incorporated into the upcoming country-specific recommendations (CSRs); supports the Commission’s suggestions for improving the European Semester by streamlining existing procedures, including its timetable, and increasing the involvement of national parliaments with a view to strengthening national ownership, considering that only around 9 % of the CSRs were fully implemented by the Member States in 2013; calls on the Commission to come forward rapidly with robust data for the implementation of CSRs in 2014; in this context, highlights the need to streamline the existing procedures of the European Semester, including its timetable, and to increase the involvement of national parliaments, with a view to strengthening national ownership of structural reforms;
2. prend acte de l'examen annuel de la croissance 2015 de la Commission visant à promouvoir un retour à des taux de croissance élevés et à consolider la reprise; soutient l'approche articulée autour de trois piliers principaux (stimulation de l'investissement, accélération des réformes structurelles et assainissement budgétaire responsable axé sur la croissance) comme étant la bonne marche à suivre pour atteindre ces objectifs; estime que cette approche devrait être pleinement intégrée dans les prochaines recommandations par pays; salue les suggestions de la Commission concernant l'amélioration du semestre européen par une simplification des procédures, notamment de son calendrier, et une participation accrue des parlements nationaux, afin de renforcer l'appropriation nationale, étant donné que seulement 9 % environ des recommandations par pays ont été pleinement mises en œuvre par les États membres en 2013; invite la Commission à fournir rapidement des données solides concernant la mise en œuvre des recommandations par pays en 2014; dans ce contexte, met en exergue la nécessité de simplifier les procédures existantes du semestre européen, notamment son calendrier, et d'accroître l'implication des parlements nationaux afin de renforcer l'appropriation des réformes structurelles au niveau national;

Notes once again with satisfaction the adoption by the United Nations General Assembly of the Declaration on the rights of indigenous peoples, which creates a framework in which States can protect and promote the rights of indigenous people without exclusion or discrimination; urges the Commission, therefore, to follow up on the implementation of the declaration, in particular through the EIDHR, while in particular enjoining all the Member States to ratify as a matter of urgency International Labour Organization (ILO) Convention 169 on Indigenous and Tribal Peoples, which backs up the principles set out in the declaration in question with a legally binding instrument; however, welcomes the Commission's activities targeting indigenous peoples and welcomes the project entitled "Promotion of Indigenous and Tribal Peoples" Rights through Legal Advice, Capacity-Building and Dialogue", initiated as a joint management project between the Commission and the ILO; notes that, almost twenty years after its entry into force, only three Member States have ratified the ILO Convention, namely Denmark, the Netherlands and Spain; consequently, encourages initiatives to increase awareness of this important legislative instrument and to enhance its effectiveness worldwide by ensuring that it is ratified by all the Member States;
29. rappelle sa satisfaction quant à l'adoption par l'Assemblée générale des Nations unies d'une déclaration sur les droits des peuples indigènes, laquelle offre un cadre dans lequel les États pourront protéger et promouvoir les droits des peuples indigènes sans exclusion ni discrimination; prie instamment la Commission de suivre l'application de la déclaration, en particulier grâce à l'IEDDH, tout en recommandant spécifiquement la ratification urgente par tous les États membres de la Convention n° 169 de l'Organisation internationale du travail (OIT) relative aux peuples indigènes et tribaux, qui soutient les principes décrits dans la déclaration mentionnée par un instrument légalement contraignant; se félicite toutefois des actions de la Commission destinées aux peuples indigènes et salue le projet de "promotion des droits des peuples indigènes et tribaux au moyen de conseils juridiques, du renforcement des capacités et du dialogue", géré conjointement par la Commission et l'OIT; relève que, quelque 20 ans après l'entrée en vigueur de la Convention de l'OIT, seuls trois États membres, à savoir le Danemark, les Pays-Bas et l'Espagne, ont procédé à sa ratification; encourage dès lors toutes les initiatives qui viseraient à mieux faire connaître cet instrument législatif important et à en renforcer l'efficacité dans le monde via sa ratification par tous les États membres;
