Training for official auxiliaries is to cover, and tests are to confirm knowledge of, the following subjects:

(a) set training standards, develop existing training programmes and, where necessary, devise new programmes to provide a common core of training for officials relating to the full range of Community customs rules and procedures so as to enable them to acquire the necessary common professional skills and knowledge;

(7) Member States should recognise the challenge of new technology and devote resources for this purpose, including the training of computer auditors; the allocation of the necessary technical and legal infrastructure, and training of officials to raise the general awareness in this field.
(7) Les États membres doivent prendre conscience de l'enjeu que constituent les nouvelles technologies et y consacrer les ressources voulues, en veillant notamment à la formation informatique des contrôleurs, à la mise en place des équipements techniques et du cadre juridique nécessaires et à une formation générale des fonctionnaires destinée à les sensibiliser davantage à ces problèmes.

It was found that the main problem lies in the way the Directive is applied and not, generally speaking, in the transposition of its legal requirements. In order to improve the application of the Directive, the Commission calls on the Member States to take certain measures, in particular to keep records, to make use of existing guidelines, and to introduce training for regional and local authorities. The Commission plans to adopt five initiatives: to improve screening (determining whether a specific project should be subject to an environmental impact assessment) to improve the use of thresholds, and the drafting of practical guidelines and guidelines for the interpretation of the EIA Directive, to improve training for officials responsible for EIA, to take enforcement action in the event of incomplete transposition and/or poor application, and to consider possible amendments to the EIA Directive.
