Since my last second reading speech on this issue, I have had the opportunity to meet and sit down with some members of the trans community, all of whom have been actively involved in organizations, such as Gender Mosaic, which seek to advance trans rights in Canada.

As a member of the trans community in Nova Scotia, where provincially we've benefited from the changes to the human rights act, I've seen first hand how this change can benefit individuals within the trans community, a community which has suffered significant discrimination.

Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU’s Black Sea and maritime Danube port infrastructure and intermodal transport infrastructure, and calls on the Commission and Member States to expedite completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032);

45. Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU's Black Sea and maritime Danube ports, including oil and gas terminals and intermodal transport infrastructure; considers it necessary to modernise infrastructure in the Black Sea region and establish connections with European transport corridors; calls on the Commission and Member States to expedite the completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032) and of Pan-European Transport Corridors 8 and 9;
45. estime que, aux fins du commerce international et du transport des hydrocarbures dans la région, il est essentiel de développer les ports de l'Union européenne situés sur les rives de la mer Noire, y compris les terminaux pétroliers et gaziers et les dispositifs de transport intermodal; estime qu'il est nécessaire de moderniser les infrastructures de la région de la mer Noire et d'assurer les liaisons avec les couloirs de transport européens; engage la Commission et les États membres à accélérer la réalisation des projets prioritaires de transport transeuropéen sur les axes 7, 18, 21 et 22, visés à l'annexe II de la décision n° 884/2004/CE du Parlement européen et du Conseil du 29 avril 2004 modifiant la décision n° 1692/96/CE sur les orientations communautaires pour le développement du réseau transeuropéen de transport, et leur intégration progressive au couloir TRACECA, à l'axe central, à l'axe du sud-est et aux autoroutes de la mer, tels que définis dans la communication de la Commission au Conseil et au Parlement européen intitulée «Extension des grands axes transeuropéens de transport aux pays voisins - Lignes directrices concernant les transports en Europe et dans les pays voisins» (COM(2007)0032) ainsi que des couloirs européens de transport n° 8 et 9;

6) The wording of Article 1 should be adapted so as to read as follows: "This Regulation defines the conditions and procedures for granting Community aid under Article 155(1), first subparagraph, third indent, of the Treaty to projects of common interest in the field of trans-European networks for telecommunications infrastructures and to the projects of common interest in the field of trans-European networks for transport and energy infrastructures which are referred to in Article 20, third paragraph, of Regulation (EC) No 680/2007".
6) Le libellé de l'article premier doit être modifié comme suit: "Le présent règlement définit les conditions, les modalités et les procédures de mise en œuvre du concours communautaire octroyé au titre de l'article 155, paragraphe 1, premier alinéa, troisième tiret, du traité en faveur de projets d'intérêt commun dans le domaine des réseaux transeuropéens d'infrastructure des télécommunications et aux projets d'intérêt commun dans le domaine des réseaux transeuropéens d'infrastructure des transports et de l'énergie qui sont visés à l'article 20, troisième alinéa, du règlement (CE) n° 680/2007".

4. Considers that, for the purpose of international trade and the transport of hydrocarbons in the region, it is essential to develop EU Black Sea and maritime Danube port infrastructures and intermodal transport arrangements and calls on the Commission and the Member States to accelerate the realisation of priority trans-European transport projects along axes 7, 18, 21 and 22 referred to in Annex II of Decision 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive integration with TRACECA, the central axis, the south-east axis and the international maritime transport connections referred to in the Commission communication to the Council and European Parliament 'Extension of the major trans-European transport axes to the neighbouring countries - Guidelines for transport in Europe and neighbouring regions (COM(2007)0032);
4. estime que le développement des infrastructures portuaires de l'UE situées sur la mer Noire et le Danube maritime et le renforcement de la co-modalité des différents modes de transport sont essentiels pour le commerce international et le transport d'hydrocarbures, et invite la Commission et les États membres à accélérer la réalisation des axes 7, 18, 21 et 22 des projets prioritaires du réseau transeuropéen de transport énumérés à l'annexe II de la décision n 884/2004/CE du Parlement européen et du Conseil du 29 avril 2004 modifiant la décision n° 1692/96/CE sur les orientations communautaires pour le développement du réseau transeuropéen de transport, ainsi que leur intégration progressive dans le programme TRACECA (transport corridor Europe Caucasus-Central-Asia), avec l'axe central, l'axe sud-est et les routes maritimes pour le transport international définis dans la communication de la Commission au Conseil et au Parlement européen intitulée "Extension des grands axes transeuropéens de transport aux pays voisins - lignes directrices concernant les transports en Europe et dans les pays voisins"(COM(2007)0032);

(7) The priorities for trans-European energy networks also stem from the growing importance of the trans-European energy networks for securing and diversifying the Community's energy supplies, incorporating the energy networks of the new Member States, accession and candidate countries, and ensuring the coordinated operation of the energy networks in the Community and in neighbouring countries after consulting the Member States concerned.
(7) Le choix des priorités en matière de réseaux transeuropéens d'énergie résulte également de leur importance croissante pour la sécurité et la diversification des approvisionnements de la Communauté en énergie, pour l'intégration des réseaux d'énergie des nouveaux États membres, des pays adhérents et des pays candidats et pour le fonctionnement coordonné des réseaux d'énergie dans la Communauté et dans les pays voisins, après consultation des États membres concernés.
