There we require prior authorization, but also in the provision we say that in certain cases or situations of the kind you mentioned urgency, saving a life, not compromising the identity of an undercover police officer, for example you don't need prior written authorization if you're a police officer. The recommendation I'll be making is in part already in the legislation, and the legislation already has the exceptions that I think would address your concern.
