The annual financial statements of small undertakings should not be covered by this audit obligation, as audit can be a significant administrative burden for that category of undertaking, while for many small undertakings the same persons are both shareholders and managers and, therefore, have limited need for third-party assurance on financial statements.

To this end, the Community is to promote all the research activities deemed necessary, in particular by encouraging undertakings, including small and medium-sized enterprises (‘SMEs’), research centres and universities in their research and technological development activities.

Measures aimed at improving the security of supplies must therefore not create any barriers to the entry of new players onto the European energy market or any additional difficulties for undertakings with small market shares.
