Whereas the Advisory Committee on Vocational Training has been consulted; whereas it has recognized the strategic importance of the question of continuing vocational training in undertakings, for the Member States and for the Community, and the necessity for the Community to be seen to play an active role in this area, I. RECOMMENDS that Member States, taking into account the resources available and the respective responsibilities of the competent public authorities, undertakings and the two sides of industry, while respecting the diversity of national legal systems and/or practices, gear their vocational training policies to ensuring that every worker of the Community must be able to have access to continuing vocational training without any form of discrimination and to benefit therefrom throughout his or her working life; II. RECOMMANDE que les Etats membres, en tenant compte des ressources disponibles et des responsabilités respectives des autorités publiques compétentes, des entreprises et des partenaires sociaux, dans le respect de la diversité des législations et/ou pratiques nationales, orientent leurs politiques de formation professionnelle dans le sens que tout travailleur de la Communauté doit pouvoir avoir accès à la formation professionnelle continue sans aucune forme de discrimination et en bénéficier tout au long de sa vie active ; II. * On the basis of the discussions which have so far taken place between the parties, it is possible to outline the main components of the memorandum of understanding on which consensus has already been reached: - coordinated action to promote the D2-MAC standard on a 16:9 format with a view to the introduction of HDTV; - legally-binding reciprocal undertakings by the signatories setting out, for example, the minimum number of each type of TV set to be produced, the number of programme hours to be broadcast, the availability of satellites, etc; - a system of incentives, financed mainly by the Community, aimed in particular at facilitating "simulcast" and supporting the startup of D2-MAC broadcasts: to this end the Commission intends to commit a Community contribution of some ECU 100 million a year over five years; - setting-up by the signatories of a consortium to coordinate promotional activities, to administer the Community incentives and to monitor compliance with the undertakings given by the various parties; - the memorandum of understanding would last for five years and be renewable; it would be open for signature by all interested parties (industry, private and public broadcasters, satellite and cable operators) and the Commission.

La Commission envisage d'engager à cette fin, en tant que contribution communautaire, un montant de l'ordre de 100 millions d'ECU par an sur une période de cinq ans. - La création d'un consortium entre les parties signataires chargé de coordonner l'action promotionnelle, d'administrer les incitations communautaires et de veiller au respect des engagements pris par les parties.
