This might, for instance, involve: - confirming the role of the European Council as a true political driving force, a role that is essential for foreign and security policy and far more substantial than that of 'arbiter' to which it is all too often reduced at present; - according the European Parliament the full rights that are its due in the light of its democratic legitimacy: that is, the right to legislate jointly with the Council of Ministers or a Chamber of the Member States; - strengthening the Court of Justice in its now invaluable function as supreme court; - and lastly, the Commission being invested in office by Parliament, to which it would be accountable in the performance of its task, one of the foremost of which would be to make detailed proposals for action by the Union.
