The protection of the Union's financial interests calls for a common definition of fraud falling within the scope of this Directive, which should cover fraudulent conduct with respect to revenues, expenditure and assets at the expense of the general budget of the European Union (the ‘Union budget’), including financial operations such as borrowing and lending activities.

If the changes made to the financial framework in connection with the recovery plan for the European economy leave very little funding in 2010 to cover the expected financial needs, then I agree with the rapporteur’s position that the multiannual financial framework currently in effect does not meet the European Union’s financial needs, and also that the European Commission should immediately put forward a proposal concerning an interim summary of the multiannual financial framework currently in effect.
Si les modifications apportées au cadre financier en relation avec le plan de relance de l’économie européenne laissent très peu de fonds en 2010 pour couvrir les besoins financiers escomptés, alors je suis d’accord avec le rapporteur quand il dit que le cadre financier actuellement en vigueur ne répond pas aux besoins financiers de l’Union européenne, et aussi que la Commission européenne devrait immédiatement présenter une proposition relative à un résumé provisoire du cadre financier pluriannuel actuellement en vigueur.
