18. Calls on Member States to ensure legal certainty for volunteers – not least with regard to insurance issues – so that the different regimes in the different Member States encourage cross-border volunteering, and also to ensure better provision of information to volunteers in connection with their rights and the regulatory and institutional arrangements pertaining in the various Member States; calls on the Commission to assist with the process of dismantling existing barriers; calls on Member States to review their cross-border tax and social security arrangements in connection with cross-border volunteering, so as to ensure that they do not raise additional barriers to such activity and that cross-borders volunteers are able to receive the social security benefits to which they are entitled under Regulation 2004/883;

6. Stresses that, although it is an important resource in our economy and society, volunteering must not be an alternative to or a substitute for regular, paid work and must not, under any circumstances, constitute a reason for governments failing to fulfil their social obligations; considers that this aspect should be particularly emphasised in the care sector, where the amount of volunteering is continuing to grow; points out, furthermore, that promoting volunteering as a means of acquiring, developing or maintaining skills should not result in volunteering becoming a mandatory requirement, as this would undermine its fundamental nature;
6. souligne que le volontariat, bien qu'il représente une ressource importante dans notre économie et notre société, ne doit pas être une alternative ni se substituer au travail régulier rémunéré, et qu'il ne doit, en aucune circonstance, constituer pour les gouvernements une raison de ne pas remplir leurs obligations dans le domaine social; estime qu'il convient d'insister particulièrement sur cet aspect dans le secteur des soins de santé où la part du volontariat est en augmentation continue; indique, en outre, que l'encouragement au volontariat en tant que moyen d'acquisition, de développement ou de maintien des compétences ne devrait pas en faire un critère obligatoire car cela porterait préjudice à sa nature fondamentale;
