I opened this debate under the Spanish Presidency in Madrid at an informal Council meeting, when I presented the idea of a toolbox for preventing crises in the banking and financial sector with two simple ideas. The first is that prevention is always cheaper than the cure – that is true for the environment and for financial crises as well – while the second simple idea is that taxpayers should no longer be in the front line, because the banks should pay for the banks.
J’avais ouvert ce débat sous la Présidence espagnole à Madrid, au Conseil informel, en présentant l’idée d’une boîte à outils pour la prévention des crises dans le secteur bancaire et financier avec deux idées simples: la prévention coûte toujours moins cher que la réparation – c’est vrai pour l’environnement, c’est vrai pour les crises financières –; la deuxième idée simple c’est que les contribuables ne doivent plus être en première ligne, il faut que les banques paient pour les banques.
