L. whereas Palestinian refugees remain a particularly vulnerable group in the crisis in Syria; whereas almost all of the 540 000 Palestinian refugees in Syria are in need of emergency assistance, while more than half of them have been displaced again within the country; whereas Palestinian refugees, who have no Syrian citizenship, do not have the same rights as Syrian refugees and are, in the vast majority of cases, unable to leave the country; whereas the situation of the 18 000 Palestinian refugees trapped in extremely difficult conditions in the Yarmouk refugee camp, which has been under siege since July 2013, is particularly alarming; whereas UNRWA and other international aid organisations have been denied access to deliver essential supplies to civilians in Yarmouk for months; whereas this collective punishment of the population is having a devastating effect, with mass suffering; whereas, according to the Syrian Observatory for Human Rights, more than 50 people have died in the camp since September 2013 from hunger or lack of medical care; whereas the limited number of food parcels that were allowed into the camp by the Syrian authorities, in the run-up to the Geneva II Conference, were far from enough to meet people’s needs; whereas, in her statement of 17 January 2014, UN High Commissioner for Human Rights Navi Pillay said, in this context, that ‘impeding humanitarian assistance to civilians in desperate need may amount to a war crime’;

F. whereas Palestinian presence in Area C has been undermined by Israeli government policies; whereas, as a result of these policies, only 5.8% of the Palestinian population in the West Bank is living in Area C while the number of Israeli settlers, estimated to 310.000, is more than double the estimated number of the Palestinian population in this area; whereas, therefore, protecting the Palestinian population and its rights in Area C is of the utmost importance for preserving the viability of the two-state solution;

C. whereas the issue of Palestinian prisoners and detainees has far-reaching political, social and humanitarian implications; whereas Palestinian political prisoners and former detainees play a prominent role in Palestinian society; whereas more than 4 800 Palestinian prisoners and detainees, including many women and children, more than 100 pre-Oslo prisoners and 15 members of the Palestinian Legislative Council (PLC), are being detained by Israel; whereas 178 of them are being held in administrative detention, including 9 PLC members; whereas, according to a statement made by Palestinian and Israeli human rights organisations in March 2013, at least 71 Palestinian prisoners are reported to have died as a direct result of torture in Israeli detention centres since 1967;

K. whereas the Palestinian population in the West Bank faces serious water shortages; whereas the WHO had already warned that poor water supply was causing drinking water-borne diseases among a growing number of Palestinians; whereas Palestinian farmers are deeply affected by the lack of water for irrigation which is largely used on the contrary in Israel and by Israeli Settlers in the West Bank; whereas sufficient water resources are one of the principal pre-conditions for a future viable Palestinian state as well as an important aspect of the security of the State of Israel,

whereas Israeli and Palestinian leaders agreed in Annapolis to engage in renewed negotiations with the aim of concluding an agreement before the end of 2008; whereas efforts to bring stability to the Middle East by promoting peace, democracy and respect for human rights require strong cooperation between the EU and the United States, including within the framework of the Middle East Quartet and with the League of Arab States,

E. whereas on 9 May 2006 the Quartet reiterated its support for assistance to help meet the basic human needs of the Palestinian people, and expressed its willingness to endorse a temporary international mechanism that is limited in scope and duration and ensures direct delivery of assistance to the Palestinians; whereas the EU has been given the task of developing and proposing such a mechanism,

Whereas this Euro-Mediterranean Interim Association Agreement on trade and cooperation between the European Community, of the one part, and the Palestine Liberation Organization (PLO) for the benefit of the Palestinian Authority of the West Bank and the Gaza Strip, of the other part, signed in Brussels on 24 February 1997 will serve to consolidate ties between the Palestinians and the European Union in the framework of the Euro-Mediterranean partnership and pave the way for the commencement of negotiations with a view to concluding a Euro-Mediterranean Association Agreement,
