Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. Having regard to the Treaty establishing the European Economic Community, 2. Whereas it is necessary for the effective working of the internal market, established since 1 January 1993, that all involved parties including individual consumers have confidence in the operation of that market and fully benefit from it; 3. Whereas in its Resolution of 9 November 1989 on future priorities for relaunching consumer protection policy (1)OJ the Council, in line with its Resolutions of 14 April 1975 and 19 May 1981, set as a priority inter alia seeking a Community framework for providing information on products by means of labelling; 4. Whereas the Council Resolution of 13 July 1992 on future priorities for the development of consumer protection policy (2)OJ underlines the need to secure consumer confidence in the operation of the single market and to ensure the consumer's freedom to choose from a diverse range of goods and services by improved information and transparency; whereas that Resolution calls for further measures in the areas of transparency and information inter alia with regard to further harmonization of labelling; 5. Whereas various recent studies show that consumers set a high value on information by labelling and a large majority consider it necessary that the same kind of information on specific products be provided in all Member States; 6. Whereas legislation already adopted by Council has established detailed labelling requirements for certain products while for other products requirements are insufficient or even lacking; 7. Whereas disparity of existing national legislation on labelling risks creating barriers to trade within the Community and thereby impeding the operation of the internal market, REAFFIRMS that labelling is one important means to achieve better information and transparency for the consumer and to ensure the smooth operation of the internal market.
Le texte figure ci-après : "LE CONSEIL DES COMMUNAUTES EUROPEENNES, 1. vu le traité instituant la Communauté économique européenne, 2. considérant que le fonctionnement efficace du marché intérieur mis en place depuis le 1er janvier 1993 suppose que toutes les parties concernées, y compris les particuliers en tant que consommateurs, aient confiance dans les mécanismes de ce marché et en tirent pleinement profit ; 3. considérant que, dans sa résolution du 9 novembre 1989 sur les priorités futures pour la relance de la politique des consommateurs 1, le Conseil, conformément à ses résolutions du 14 avril 1975 et du 19 mai 1981, a mis au rang des priorités la recherche d'un cadre communautaire pour l'information sur les produits au moyen de l'étiquetage ; 4. considérant que la résolution du Conseil du 13 juillet 1992 concernant les priorités futures pour le développement de la politique de protection des consommateurs 2 souligne qu'il faut veiller à ce que les consommateurs aient confiance dans les mécanismes du marché unique et qu'il faut garantir, par une meilleure information et une transparence accrue, que les consommateurs aient la faculté de choisir parmi une variété de biens et de services ; que cette résolution demande que de nouvelles mesures soient prises dans les domaines de la transparence et de l'information, entre autres pour ce qui est de la poursuite de l'harmonisation en matière d'étiquetage ; 5. considérant que différentes études récentes montrent que les consommateurs attachent une grande importance aux informations données par l'étiquetage et qu'une grande majorité d'entre eux juge nécessaire que des informations similaires soient fournies, pour des produits particuliers, dans tous les Etats membres ; 6. considérant que la législation déjà adoptée par le Conseil a fixé des exigences détaillées pour certains produits, tandis que, pour d'autres produits, les exigences sont insuffisantes, voire inexistantes ; 7. considérant que les disparités entr ...
