The projects identified for Cohesion Fund support during the period 2000-06 are consistent with the broad investment priorities outlined above as well as, in nearly all cases, being the final construction stages of projects already supported in the previous budgetary period.

Wonders, however, whether the beneficiary countries really have the capacity to submit projects suitable for funding to the Commission; therefore considers that project quality is the key criteria for allocating funds and must in any case have priority; accordingly, calls on the Commission to examine whether it would be preferable not to increase the appropriations earmarked for technical assistance so as to avoid high levels of under-utilisation during the period 2000-2006;
60. s'interroge de toute manière sur la capacité réelle des pays bénéficiaires à présenter à la Commission des projets aptes à être financés; juge par conséquent nécessaire que la qualité des projets soit le critère décisif pour l'octroi des crédits et représente en tout état de cause une priorité; demande à cette fin à la Commission de vérifier si les crédits destinés à l'assistance technique ne doivent pas être accrus pour éviter d'importantes sous utilisations au cours de la période 2000-2006;
