Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: In many cases, a disturbance of sleep is one of the symptoms of another disorder, either mental or physical. Whether a sleep disorder in a given patient is an independent condition or simply one of the features of another disorder classified elsewhere, either in this or in others, should be determined on the basis of its clinical presentation and course as well as on the therapeutic considerations and priorities at the time of the consultation. Generally, if the sleep disorder is one of the major complaints and is perceived as a condition in itself, the present code should be used along with other pertinent diagnoses describing the psychopathology and pathophysiology involved in a given case. This category includes only those sleep disorders in which emotional causes are considered to be a primary factor, and which are not due to identifiable physical disorders classified elsewhere.

With the current proposal the Commission envisages an international agreement between the EU and the US, which, based on Articles 216 (international agreements), 82 (judicial cooperation) and 87 (police cooperation) of the Treaty on the Functioning of the European Union, would require transfer to the United States Department of Treasury of relevant financial messaging data which are necessary for the purpose of the US Treasury Department's Terrorist Finance Tracking Programme.

(1) By Decision 89/687/EEC(2), the Council adopted a programme of options specific to the remote and insular nature of the French overseas departments (Poseidom) in accordance with the Community's policy of assistance for the outermost regions. The purpose of the programme is to facilitate the economic and social development of those regions and enable them to benefit from the advantages of the single market of which they are an integral part despite the objective factors leaving them geographically and economically isolated. The programme calls for the CAP to be applied in those regions and provides for special measures to be adopted. In particular, it provides for measures to improve the conditions in which agricultural products are produced and marketed in those departments and to mitigate the effects of their exceptional geographical situation and constraints as since recognised in Article 299(2) of the Treaty.
(1) Le Conseil a adopté, par sa décision 89/687/CEE(2), un programme d'options spécifiques à l'éloignement et à l'insularité des départements français d'outre-mer (Poseidom), qui s'intègre dans le cadre de la politique de la Communauté en faveur des régions ultrapériphériques; ce programme vise à favoriser le développement économique et social de ces régions et à leur permettre de bénéficier des avantages du marché unique dont elles font partie intégrante alors que des facteurs objectifs les placent dans une situation à part géographiquement et économiquement; il rappelle l'application de la PAC dans ces régions et prévoit l'adoption de mesures spécifiques; il prévoit notamment des mesures destinées à améliorer les conditions de production et de commercialisation des produits agricoles des DOM et à pallier les effets de leur situation géographique exceptionnelle et de leurs contraintes, telles que reconnues depuis à l'article 299, paragraphe 2, du traité.

5. In respect of the protective measures against the introduction of harmful organisms from the French overseas departments into other parts of France and into the other Member States and against their spread within the French overseas departments, the dates referred to in paragraph 1(a) of this Article, Article 3(4), Article 4(2) and (4), Article 5(2) and (4), Article 6(5) and (6), Article 10(1) and (2) and Article 13(8), (10) and (11) shall be replaced by a date which corresponds to the end of a six-month period following the date by which Member States must implement forthcoming provisions dealing with Annexes I to V for the protection of the French overseas departments.
5. En ce qui concerne les mesures de protection contre l'introduction dans d'autres parties de la France et dans les autres États membres d'organismes nuisibles provenant des départements français d'outre-mer et contre leur propagation dans ces départements, les dates mentionnées au paragraphe 1, point a), du présent article, à l'article 3, paragraphe 4, à l'article 4, paragraphes 2 et 4, à l'article 5, paragraphes 2 et 4, à l'article 6, paragraphes 5 et 6, à l'article 10, paragraphes 1 et 2, et à l'article 13, paragraphes 8, 10 et 11, sont remplacées par une date correspondant au terme d'une période de six mois à compter de la date à laquelle les États membres doivent mettre en application les futures dispositions relatives aux annexes I à V pour la protection des départements français d'outre-mer.

If less than one-third of the capital is represented at this second meeting, a third such meeting may be convened by notice published in the Bulletin des annonces légales obligatoires and in a publication which carries legal notices issued in the Department in which the company has its seat, and by two notices inserted at an interval of one week in a daily newspaper published or circulating in the Department in which the company has its seat or, in lieu of these two notices, by registered letters addressed to all shareholders.
Si cette seconde assemblée ne réunit pas le tiers du capital social, il peut en être convoqué une troisième par une insertion au Bulletin des annonces légales obligatoires et dans un journal d'annonces légales du département du lieu du siège social, ainsi que par deux insertions faites à une semaine d'intervalle dans un journal quotidien d'information édité ou diffusé dans le département du lieu du siège social, ces deux dernières insertions pouvant être remplacées par une lettre recommandée adressée à tous les actionnaires.
