Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: In many cases, a disturbance of sleep is one of the symptoms of another disorder, either mental or physical. Whether a sleep disorder in a given patient is an independent condition or simply one of the features of another disorder classified elsewhere, either in this or in others, should be determined on the basis of its clinical presentation and course as well as on the therapeutic considerations and priorities at the time of the consultation. Generally, if the sleep disorder is one of the major complaints and is perceived as a condition in itself, the present code should be used along with other pertinent diagnoses describing the psychopathology and pathophysiology involved in a given case. This category includes only those sleep disorders in which emotional causes are considered to be a primary factor, and which are not due to identifiable physical disorders classified elsewhere.

In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the TFEU should be delegated to the Commission in respect of the establishment of production processes for obtaining aromatised wine products; criteria for the demarcation of geographical areas and rules, restrictions and derogations related to production in such areas; the conditions under which a product specification may include additional requirements; the determination of the cases in which a single producer may apply for the protection of a geographical indication and the restrictions governing the type of applicant that may apply for such protection; the establishment of the conditions to be complied with in respect of an application for the protection of a geographical indication, scrutiny by the Commission, the objection procedure and procedures for amendment and cancellation of geographical indications; the establishment of the conditions applicable to trans-border applications; the setting of the date for the submission of an application or a request, the date from which the protection applies and the date on which an amendment to a protection applies; the establishment of the conditions relating to amendments to product specifications, including the conditions when an amendment is considered minor and the conditions relating to the applications for, and approval of, amendments, which do not involve any change to the single document; the restrictions regarding the protected name; the nature and type of information to be notified in the exchange of information between Member States and the Commission, the methods of notification, the rules related to the access rights to information or information systems made available and the modalities of publication of the information.

Stéphane Dion: With regard to Rights and Democracy, provided that if identifying an individual by name is impossible on privacy grounds, he or she would be identified by a number: (a) what are all the positions that were filled by appointments or contract awards made by the Conservative government since 2006, within or outside the organization, but which deal directly with the organization (e.g., private investigators), specifying at what time each position was created and what justified its creation; (b) where do those positions fit in the organization's hierarchical chart and, when outside the organization, what is their relation with the organization; (c) what criteria did the government use to select candidates for each of those positions, and how were those criteria determined; (d) who were the individuals or firms appointed to fill each of those positions; (e) who were the other individuals or firms that were interviewed or considered by the government for those positions; (f) which of the individuals identified in parts (d) and (e) have (i) held contracts awarded by, (ii) worked for, (iii) volunteered for, or (iv) run for a federal political party, identifying the position held and work done, the timeframe in which it took place and the name of the party; (g) which of the individuals identified in parts (d) and (e) have held governmental appointments in the past, identifying the position held and work done, the timeframe in which it took place, and the name of the appointing political party, Minister, or public office holder; (h) who were the Rights and Democracy employees who left the organization since January 2006, specifying at what date they were hired, what responsibilities they had within the organization, where they fit in the organization's hierarchical chart, at what date they left and the reason for their departure; (i) who were the individuals hired by Rights and Democracy, internally or as subcontract ...

Whereas the coordination of the laws of the Member States should be confined initially to collective investment undertakings other than of the closed-ended type which promote the sale of their units to the public in the Community and the sole object of which is investment in transferable securities (which are essentially transferable securities officially listed on stock exchanges or similar regulated markets); whereas regulation of the collective investment undertakings not covered by the Directive poses a variety of problems which must be dealt with by means of other provisions, and such undertakings will accordingly be the subject of coordination at a later stage ; whereas pending such coordination any Member State may, inter alia, prescribe those categories of undertakings for collective investment in transferable securities (UCITS) excluded from this Directive's scope on account of their investment and borrowing policies and lay down those specific rules to which such UCITS are subject in carrying on their business within its territory;

Time-distance meters, hereinafter called "taximeters", are instruments which, according to the characteristics of the vehicle in which they are installed and the tariffs for which they have been set, calculate automatically and indicate constantly when in use the amounts to be paid by the users of public vehicles, called taxis, on the basis of the distance covered and, below a certain speed, the time for which the vehicle is occupied, exclusive of various surcharges which may be authorized by local regulations in force in the Member States.
Les compteurs horokilométriques, ci-après dénommés «taximètres», sont des instruments qui, compte tenu des caractéristiques du véhicule sur lequel ils sont installés et des tarifs pour lesquels ils sont réglés, calculent automatiquement et indiquent à tout moment de l'emploi les sommes à payer par les usagers des voitures publiques dénommées taxis, en fonction des distances parcourues et, au-dessous d'une certaine vitesse, des durées d'occupation du véhicule, à l'exclusion des divers suppléments dont la perception peut être autorisée par des règlements locaux en vigueur dans les États membres.
