Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Whether a sleep disorder in a given patient is an independent condition or simply one of the features of another disorder classified elsewhere, either in this or in others, should be determined on the basis of its clinical presentation and course as well as on the therapeutic considerations and priorities at the time of the consultation. (Return tabled) Question No. 182 Ms. Chris Charlton: With respect to mental health support in prisons and other detention facilities operated by Correctional Services Canada (CSC): (a) what progress has been made since 2004 in the implementation of the CSC Mental Health Strategy; (b) what plans are in place for the operation of the Community Mental Health and Institutional Mental Health initiatives over the next five years; (c) what plans are in place to act on the recommendations in the 2008-2009 Annual Report of the Office of the Correctional Investigator; (d) what is the total amount of funds allocated to all types of mental health support by CSC for the upcoming fiscal year, broken down by program type; (e) what percentage of overall CSC funds are allocated to mental health support for the upcoming fiscal year; (f) what percentage of overall CSC funds are allocated to security, risk management and control for the upcoming fiscal year; (g) how many offenders have access to intermediate mental healthcare units in the region in which they are incarcerated; (h) what processes are in place to review the effectiveness of existing mental health programs and identify gaps in services; (i) what recommendations have arisen from such reviews in the last two years; (j) what progress has been made in conducting an independent review of long-term segregation cases; (k) what progress has been made in the creation of a measurable set of performance indicators to evaluate CSC’s response to offender mental health concerns; (l) what guidelines does CSC provide to operational staff on the use of segregation placements with offenders who have mental health concerns; (m) what progress has the National Population Management Committee made in reviewing specific cases of the use of lengthy periods in segregation and treatment alternatives for offenders with mental health concerns; (n) what progress has been made on the creation of a national strategy for managing chronic se ...

considers that, in order to reach a consensus among all stakeholders on the proper approach, an open and systematic dialogue is to be held with the national associations of local and regional authorities; praises the efforts that have recently been made to unite the local and regional authorities of Moldova in one single apolitical national association which would represent local and regional communities vis-à-vis the central authorities; urges the authorities of the Republic of Moldova to consider granting local and regional authorities the right of legislative initiative; recommends that efforts to reform the central public administration be harnessed to efforts to reform local and regional authorities; this would be an appropriate time to decide which competences should remain in the hands of the central government and which, flanked by the necessary funding, can be delegated or, insofar as administrative capacities permit, transferred to the local and regional authorities;
estime indispensable qu'un dialogue ouvert et systématique avec les associations nationales de collectivités locales et régionales soit mis en place très prochainement en vue d'obtenir un consensus entre tous les acteurs impliqués quant à la voie correcte à suivre. Il salue les efforts fournis récemment pour réunir les collectivités locales et régionales au sein d'une association nationale unique sans étiquette politique, destinée à représenter les communautés locales dans leurs relations avec les pouvoirs centralisés. Le Comité invite les autorités de Moldavie à étudier la possibilité d'accorder aux collectivités territoriales le droit d'initiative législative. Il recommande que l'administration publique centrale et les collectivités locales et régionales synchronisent leurs efforts de réforme, ce qui constituerait une occasion favorable pour décider quelles compétences restent du ressort du gouvernement central et quelles autres – assorties des fonds correspondants – peuvent être déléguées, ou, si les capacités administratives sont présentes, transférées à la responsabilité des collectivités territoriales;

notes with satisfaction that the Republic of Moldova recently completed the process of establishing the legal and institutional framework for regional development, along the lines of the system in place in the EU Member States; welcomes the establishment of the development regions, functional territorial units which form a framework for the planning, assessment and implementation of regional development policy under the EU's nomenclature of territorial units for statistics, NUTS; applauds the creation of the national council for regional development coordination and the national fund for regional development which receive 1 % of the State budget each year (approximately EUR 8 million in 2010); highlights the fact that money is distributed by the fund on the basis of a transparent and sustainable mechanism for financing regional development;
constate avec satisfaction que la République de Moldavie a récemment achevé son processus de création d'un cadre juridique et institutionnel pour le développement régional, similaire à celui qui existe dans les États membres de l'UE. Le Comité se félicite de la création des régions de développement, soit des unités territoriales fonctionnelles qui constituent le cadre de planification, d'évaluation et de mise en œuvre de la politique de développement régional s'inscrivant dans la Nomenclature des unités territoriales statistiques de l'UE (NUTS). Il salue la constitution du Conseil national de coordination du développement régional et le Fonds national pour le développement régional, qui reçoivent comme dotation annuelle 1 % des recettes du budget de l'État (environ 8 millions d'euros en 2010). Il souligne également l'importance de la distribution des sources de financement du fonds, laquelle repose sur un mécanisme transparent et durable de financement du développement régional;
