Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: In many cases, a disturbance of sleep is one of the symptoms of another disorder, either mental or physical. This Report responds to the requirement of Article 23(2) of the Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims, and replacing Council Framework Decision 2002/629/JHA, according to which: "The Commission shall, by 6 April 2016, submit a report to the European Parliament and the Council, assessing the impact of existing national law, establishing as a criminal offence the use of services which are the objects of exploitation of trafficking in human beings, on the prevention of trafficking in human beings, accompanied, if necessary, by adequate proposals".

Stéphane Dion: With regard to Rights and Democracy, provided that if identifying an individual by name is impossible on privacy grounds, he or she would be identified by a number: (a) what are all the positions that were filled by appointments or contract awards made by the Conservative government since 2006, within or outside the organization, but which deal directly with the organization (e.g., private investigators), specifying at what time each position was created and what justified its creation; (b) where do those positions fit in the organization's hierarchical chart and, when outside the organization, what is their relation with the organization; (c) what criteria did the government use to select candidates for each of those positions, and how were those criteria determined; (d) who were the individuals or firms appointed to fill each of those positions; (e) who were the other individuals or firms that were interviewed or considered by the government for those positions; (f) which of the individuals identified in parts (d) and (e) have (i) held contracts awarded by, (ii) worked for, (iii) volunteered for, or (iv) run for a federal political party, identifying the position held and work done, the timeframe in which it took place and the name of the party; (g) which of the individuals identified in parts (d) and (e) have held governmental appointments in the past, identifying the position held and work done, the timeframe in which it took place, and the name of the appointing political party, Minister, or public office holder; (h) who were the Rights and Democracy employees who left the organization since January 2006, specifying at what date they were hired, what responsibilities they had within the organization, where they fit in the organization's hierarchical chart, at what date they left and the reason for their departure; (i) who were the individuals hired by Rights and Democracy, internally or as subcontract ...

In order to facilitate the reporting exercise which the Member States are required to carry out and to improve efficiency, it is necessary to increase the minimum threshold, defined in terms of the sum affected by the irregularity, above which irregularities have to be reported by Member States, and to determine those cases in which no reporting obligation arises.

The Commission suggests that during the year 2001 Member States and the Commission should together define what work should be undertaken in each of the areas concerned - which are suitable for peer review or the exchange of good practice, where progress should be compared against which benchmarks, which areas need indicators, where new indicators should be defined, the way in which Member States will take a view about developments likely to be positive in the future. At the same time, consideration will need to be given to the way in which education and training are represented within (say) the Luxembourg process, or the Commission's annual Synthesis Report; just as continuing activity at EU level, such as the debate on the Memorandum on Lifelong Learning, will surely provide very valuable contributions to the discussions.
