(2) A contributor who revokes an election in the circumstances set out in subparagraph (1)(a)(ii) or paragraph (1)(b) shall pay an amount equal to the mortality charges that relate to the benefits that have accrued as a result of the election before it was revoked, that amount being calculated using the mortality rates used in the preparation of the actuarial valuation report that was most recently laid before Parliament, in accordance with section 30 of the Act, before the day on which the election was revoked or, if that report was laid before Parliament in the month in which that day falls or in the preceding month, of the report that was laid before Parliament immediately before that report, and bearing interest, compounded annually, at a rate equal to the projected rate of return of the Royal Canadian Mounted Police Pension Fund that was used in the preparation of the report.

(5) The period of pensionable service to the credit of a person in respect of a time with regard to which he elected to contribute to the Superannuation Account on the basis that he was engaged, during that time, otherwise than on a full-time basis as a postmaster in a revenue post office or as an assistant to a postmaster in a revenue post office shall be the proportion of the period of his employment as such postmaster or assistant for which he has elected to contribute to the Superannuation Account that the rate of salary in respect of which he contributed or contributes for that period is of the minimum rate of salary authorized at the time of his election for a postmaster or for an assistant to a postmaster who was required during the hours or periods of his active employment to devote his constant attention to the performance of the duties of his position.

Considers, in the light of this, that election observation is merely a first step towards democracy and that it needs to be complemented by other, adequately funded activities and post-electoral measures for the promotion of democracy, in particular through capacity-building for national parliaments, political parties, the civil service, non-State actors and civil society, and through the promotion of human rights and good governance; therefore requests the maintenance of the budgetary ceiling agreed by the Commission of around 25 % of EIDHR for EU EOMs over the seven-year period of the Financial Framework 2007-2013; asks the Commission to set aside, within this budgetary framework, allocations for preparatory activities in anticipation of elections, including the training of local election monitors, voter education and other activities which are essential for the long-term establishment of free and fair elections.

Previously, an EU citizen wishing to stand for election in another Member State of which s/he was not a national had to provide certification from their Member State of citizenship that they were not disqualified from standing in European Parliamentary elections in that state, As of the 2014 elections, when an EU citizen submits his/her application to stand for election, s/he shall provide a declaration instead of the certification.
