It is quite clear by the very protocols established by this committee that all motions, not some motions but all motions, Mr. Chair, must be submitted in written form, in advance, and in both official languages. So how in the world would Mr. Rodriguez, who I am sure is a very highly intelligent man, conclude that a motion that was so clearly out of order possibly be accepted by members of this committee?
