IN-CONTEXT TRANSLATIONS

RECOGNISE that, since the adoption of the Resolution on a Renewed Framework for European cooperation in the Youth field 2010-2018, the crisis has presented new challenges for youth policy and that there is a need for reinforced cooperation in the youth field at EU level to adequately deal with these challenges.
SONT CONSCIENTS que, depuis l’adoption de la résolution relative à un cadre renouvelé pour la coopération européenne dans le domaine de la jeunesse (2010-2018), la politique de la jeunesse s’est trouvée confrontée, du fait de la crise, à de nouveaux défis et qu’il est nécessaire de renforcer la coopération au niveau de l’UE dans ce domaine afin de répondre à ces difficultés de manière appropriée.

RECALL the Council conclusions of 16 May 2013 on maximising the potential of youth policy in addressing the goals of the Europe 2020 Strategy (1),where the Council agreed to develop, within the framework of the Renewed Framework for European cooperation in the Youth field 2010-2018, a medium-term work plan to guide youth policy and youth related policy work in response to current youth and youth related themes and trends and to highlight relevant areas for coordination and collaboration with education and training and employment policies with a view to ensuring youth policy input into the European Semester.
RAPPELLENT les conclusions du Conseil du 16 mai 2013 intitulées «Utiliser au mieux les possibilités qu’offre la politique en faveur de la jeunesse pour réaliser les objectifs de la stratégie Europe 2020» (1), dans lesquelles le Conseil a décidé d’élaborer, au sein du cadre renouvelé pour la coopération européenne dans le domaine de la jeunesse 2010-2018, un programme de travail à moyen terme, en vue d’orienter les travaux menés en matière de politique en faveur de la jeunesse et de politiques connexes pour analyser les thèmes et les évolutions actuels relatifs à la jeunesse ou qui s’y rapportent et de mettre l’accent sur les domaines pertinents qui se prêtent à une coordination et à une coopération avec les politiques de l’éducation et de la formation ainsi que de l’emploi, afin que la politique en faveur de la jeunesse puisse apporter une contribution au Semestre européen.

The current framework for European cooperation in the youth field has proved to be a valuable platform for the Member States in addressing youth-related issues and that the open method of coordination, the mainstreaming of youth issues into other policy areas and initiatives such as the European Youth Pact have facilitated a flexible approach in a manner suited to the youth field, with due regard for the competences of the Member States and the principle of subsidiarity.

These should be used to support the dual approach, i.e. to implement specific initiatives in the youth field, as well as to promote a cross-sectoral approach to support mainstreaming of a youth perspective in other related policy fields. In the mainstreaming work, the instruments should be used as a basis for dialogue with, and support for, other policy fields in order for these to integrate a youth perspective where and when relevant.

(26) In accordance with the principles of subsidiarity and proportionality as defined in Article 5 of the Treaty, since the objectives of the proposed action concerning the development and strengthening of a cooperation policy in the youth field, including European voluntary service and youth exchanges both within the Community and with third countries, cannot be sufficiently achieved by the Member States because of the complexity and diversity of the youth field, they can therefore be better achieved by the Community owing to the transnational dimension of Community actions and measures.
(26) Conformément au principe de subsidiarité et au principe de proportionnalité énoncés à l'article 5 du traité, puisque les objectifs de l'action envisagée concernant le développement et le renforcement d'une politique de coopération en faveur de la jeunesse, y compris le service volontaire européen et les échanges de jeunes au sein de la Communauté et avec les pays tiers, ne peuvent pas être réalisés de manière suffisante par les États membres vu la complexité et la diversité du domaine de la jeunesse, ils peuvent donc, en raison de la dimension transnationale des actions et des mesures communautaires, être mieux réalisés au niveau communautaire.
