Reiterates the importance of inclusive regional cooperation in the Western Balkans and welcomes Serbia's active participation in regional initiatives and bilateral meetings that promote good neighbourly relations, and its increasingly active role in fostering reconciliation in the region; welcomes the official visit by President Tadić to Bosnia and Herzegovina and his support for the territorial integrity and sovereignty of the country; calls on the Serbian Government to ensure that its direct relations with the authorities of the Republika Srpska are in line with this stated support and do not undermine the integrity, sovereignty, competences and effective functioning of the institutions of the state of Bosnia and Herzegovina; furthermore, urges the Serbian authorities to support reforms in BiH aimed at strengthening and streamlining the country's institutions with a view to EU-related reforms; calls on both governments to hold a special joint session in order to achieve better coordination in EU-related reforms; welcomes the initiatives and achievements with regard to improving political relations between Croatia and Serbia launched and brought about by Presidents Josipović and Tadić; reiterates that such positive bilateral relations are a good basis for resolving pending border issues and underlines that the lawsuits on genocide launched by the two countries against each other should not impede further progress in this regard; encourages the Serbian authorities to work closely with the countries of the former Yugoslavia and other neighbouring countries on the resolution of all outstanding problems of legal succession; encourages transborder cooperation with the neighbouring EU Member States Bulgaria, Hungary and Romania, including within the framework of the EU Strategy for the Danube Region;

The difficulty is that when you form an artificial state that has within it more than one language group – which is clearly the case in Belgium – you may, for a period of time, be able to hold it together, but whether it is Belgium, whether it is Yugoslavia or whether it is the European Union, if you have entirely different languages and cultures, it will not hold together.

– (EL) Madam President, whatever one’s personal opinion may be of events in Yugoslavia over the past 10 years, bombings, holding governments to ransom, endeavouring to stigmatise and humiliate an entire nation and its leaders for resisting NATO policy; whatever one’s personal opinion of how this country was governed by a president and his advisers repeatedly elected in democratic elections, one must, I think, agree that the unprincipled manner in which he was abducted from his own country, despite categorical opposition from the upper and lower houses of parliament and the supreme constitutional court, and handed over to a court which, as we now know, was set up on the orders of the USA in order to serve political interests and help terrorise anyone who opposes the new order, are unacceptable methods, to put it mildly; some of us think this is the work of hoodlums and deserves to be roundly condemned.
- (EL) Madame la Présidente, quel que soit le point de vue que chacun peut avoir sur les événements qui se sont produits depuis dix ans en Yougoslavie - bombardements, après les bombardements achat de gouvernements, tentative de diabolisation et d’humiliation de tout un peuple et de ses dirigeants qui se sont opposés à cette politique de l’OTAN, quel que soit le point de vue que l’on peut avoir sur le gouvernement du pays par le président Milosevic, démocratiquement élu à plusieurs reprises, et sur ses collaborateurs, je pense que vous conviendrez avec moi que la manière inqualifiable dont il a été enlevé de son pays, malgré l’opposition catégorique de la chambre haute et de la chambre basse ainsi que de la cour constitutionnelle suprême, pour être livré à un tribunal qui a montré qu’il a été créé sur ordre des États-Unis pour servir des desseins politiques et contribuer à terroriser tous ceux qui ont résisté à l’ordre nouveau, constitue, c’est le moins qu’on puisse dire, des agissements inadmissibles que nous sommes certains à appeler des actes de gangstérisme qu’il s’impose de condamner sans ambages.

But in reply I would say that, at present, circumstances in Yugoslavia, taking into consideration, for example police action and the aggressive attitude towards demonstrations, as well as the Milosevic administration’s attitude towards the press and freedom of information, are such that the conditions for holding free democratic elections in Yugoslavia do no exist right at present.
Mais pour répondre à la question posée, je dirai qu’à l’heure actuelle les conditions en Yougoslavie, compte tenu notamment de la manière d’agir de la police et de son attitude agressive à l’égard des manifestations ainsi que de l’attitude du gouvernement de M. Milosevic à l’égard de la presse et de liberté de la presse, sont telles qu’il n’y a aucune possibilité d’envisager des élections démocratiques libres dans le pays en ce moment précis.

Cooperation in the social sector Under the Agreement Yugoslav workers in the Community enjoy a guarantee of non-discrimination as regards conditions of employment and the Community and Yugoslavia will hold consultations on the situation of Yugoslav workers in the Community, in particular on socio-cultural questions.
