Without prejudice to the ability of competent authorities to require access to communications in accordance with this Directive and Regulation (EU) No 600/2014, an investment firm shall have sound security mechanisms in place to guarantee the security and authentication of the means of transfer of information, minimise the risk of data corruption and unauthorised access and to prevent information leakage maintaining the confidentiality of the data at all times.

3. Whenever it appears to the Commission, either on the basis of the reports referred to in paragraph 2 or on the basis of other information, that a third country is not granting Community reinsurance undertakings effective market access, the Commission may submit recommendations to the Council for the appropriate mandate for negotiation with a view to obtaining improved market access for Community reinsurance undertakings.
3. To this end, cooperation shall comprise, amongst other things and within existing possibilities, the exchange of information and access to Community databases.

According to Article 4(1)(a) of the Regulation on access for Community air carriers to intra-Community air routes [55], a Member State, following consultations with the other Member States concerned and after having informed the Commission and air carriers operating on the route, may impose a public service obligation in respect of scheduled air services to an airport serving a peripheral or development region in its territory or on a thin route to any regional airport in its territory, any such route being considered vital for the economic development of the region in which the airport is located, to the extent necessary to ensure on that route the adequate provision of scheduled air services satisfying fixed standards of continuity, regularity, capacity and pricing, which standards air carriers would not assume if they were solely considering their commercial interest.
Overeenkomstig artikel 4, lid 1, a, van de verordening betreffende de toegang van communautaire luchtvaartmaatschappijen tot intracommunautaire luchtroutes [55] kan een lidstaat, na overleg met de andere betrokken lidstaten en na de Commissie en de luchtvaartmaatschappijen die de betrokken route exploiteren, op de hoogste te hebben gesteld, een openbaredienstverplichting instellen met betrekking tot geregelde luchtdiensten naar een luchthaven die de luchtverbindingen voor een perifeer of ontwikkelingsgebied op zijn grondgebied verzorgt of op een weinig geëxploiteerde route naar een regionale luchthaven op zijn grondgebied, wanneer een dergelijke route van vitaal belang wordt geacht voor de economische ontwikkeling van de regio waarin de luchthaven is gelegen en voor zover zulks noodzakelijk is om op die route een toereikend aanbod te waarborgen van geregelde luchtdiensten die voldoen aan vastgestelde normen inzake continuïteit, regelmaat, capaciteit en prijzen, aan welke normen luchtvaartmaatschappijen niet zouden voldoen indien zij alleen op hun eigen commerciële belangen zouden letten.

(3) Whereas to this end, the list of information to be published should be expanded, notably in order to include more detailed information on the ship involved, the detention and the action taken, as well as information on ships which have been refused access to Community ports; whereas it should be more clearly established where deficiencies which led to the detention of the vessel lie within the survey responsibilities of classification societies; whereas the efficiency of such measure should be enhanced through a more frequent publication of information, on a monthly basis;
(3) Overwegende dat, met het oog hierop, de lijst van te publiceren informatie moet worden uitgebreid, met name teneinde meer gedetailleerde informatie op te nemen betreffende het betrokken schip, de aanhouding en de getroffen maatregelen alsmede informatie betreffende schepen waaraan de toegang tot havens in de Gemeenschap is geweigerd; dat duidelijker moet worden vastgesteld waar tekortkomingen die tot de aanhouding van het schip hebben geleid onder de controleverantwoordelijkheden vallen van de classificatiebureaus; dat de efficiency van een dergelijke maatregel moet worden verbeterd door een frequentere, met name maandelijkse, publicatie van informatie;
