An appraisal of CO2 storage capacity was provided by the EU GeoCapacity project[9], which estimated for the 21 participating Member States theoretical storage potential of 87 Gt CO2 (69 Gt in deep saline aquifers, 17 Gt in depleted hydrocarbon fields and 1 Gt in unmineable coal beds).

Applauds the Commission’s transversal approach to IP and stresses the importance of a holistic approach that is both coherent and coordinated in areas where all other policy fields (such as competition, trade, energy, the environment, innovation, structural funds, the Single Market etc.) take into account the aims of RISE; recalls, in this connection, the European Coal and Steel Community (ECSC) which proves that successful, integrated and innovative action is possible in the field of IP, and that it generates growth and employment, promotes its own integration and is of a social partnership nature; holds that RISE should be based upon a horizontal rather than a vertical IP concept; believes that – while paying due attention to the basic industries – sector-specific measures should support value chains and activity clusters with a high growth potential and must be connected to sectoral specialisation promoting high-tech and high-value-added strategies as well as innovation, skills, entrepreneurship, employment and creativity; notes, in this regard, the sectoral strategies in the motor vehicle (CARS 2020) and steel (steel action plan) industries and calls upon the Commission to adopt appropriate measures to implement those strategies; calls on the Member States and the Commission also to give sufficient focus to sectors with solid know-how and a high degree of RD investment and added-value creation including process innovation;

(8) In order to mitigate the negative environmental impact of aid to coal and coal imports, the Member State should provide a local plan of appropriate measures, for example in the field of energy efficiency and sustainable energy sources, since such actions would also contribute significantly to global reductions of CO2 emissions and could assist Member States in fulfilling their commitments in the context of the climate change and energy package.
(8) Om de negatieve effecten van steun voor steenkool en koleninvoer op het milieu te mitigeren, dient de lidstaat een plan met passende maatregelen, bijvoorbeeld op het gebied van energie-efficiëntie en duurzame energiebronnen, over te leggen, aangezien dergelijke maatregelen ook een aanzienlijke bijdrage zouden kunnen leveren aan de mondiale vermindering van de CO2-uitstoot en de lidstaten zouden kunnen helpen bij het nakomen van hun verplichtingen in het kader van het klimaat- en energiepakket.

I think of the requirements we have imposed on emissions trading, requirements demanded by the steel industry in particular, in order that the technical minimum standards that it already has should apply throughout Europe – for coal is indispensable to the production of steel, and there are technical limits in this field; I recall how consideration is being given throughout the industry to investing in a way that involves firms relocating to places where the Kyoto Protocol is not binding; I consider how the ore-smelters, particularly those in the countries that are major producers of raw materials, have announced an imminent 90% rise in the price of these, and the massive demand for them that exists in China. All these things are framework conditions, and, to my mind, they make it necessary that the Commission should address not only what is happening at Terni – enormously important though that of course is for the workers concerned – but also the steel sector as a whole.

After the expiry, on 23 July 2002, of the European Coal and Steel Community (ECSC) Treaty, these two sectors will be subject to the normal rules applicable to the rest of the economy except the nuclear field, which is still governed by the Euratom Treaty.
