With regard to the need to ensure overall compatibility with the number of posts available to decentralised agencies and the sub-ceiling for decentralised agencies in each expenditure heading in the next MFF, the agencies (CEPOL, EDA ENISA, EUROJUST and EUROPOL/EC3) which are requested by this Communication to take on new tasks will be encouraged to do so in so far as the actual capacity of the agency to absorb growing resources has been established and all possibilities for redeployment have been identified.

Underlines the crucial role that decentralised agencies play in EU policymaking, and is determined to evaluate the budgetary and staffing needs of all the agencies on a case-by-case basis, in order to ensure adequate appropriations and staff for all the agencies, and particularly for those that have recently been assigned new tasks or face a higher workload for political priority-setting or other reasons; is particularly determined to provide the agencies in the area of justice and home affairs with the necessary resources to tackle the current migratory challenges; highlights once more its opposition to the redeployment pool, and expects to find a solution during the budgetary procedure to stop the additional staff cuts in decentralised agencies; reiterates, furthermore, its intention to use the Interinstitutional Working Group on decentralised agencies to find common ground between the institutions on the treatment of agencies in budgetary terms, also with a view to the conciliation on the 2016 budget;

Notes the statements in the Commission progress report on the implementation of the Common Approach on EU decentralised agencies and the related Roadmap; welcomes progress in many areas, including a joint handbook on good practices, guidelines with standard provisions for headquarters agreements of EU decentralised agencies, guidelines on performance budgeting and decentralised agencies, guidelines on the prevention and management of conflicts of interest, ongoing work on tailored performance indicators to assess the results achieved by Directors of Agencies and structural reform in the proposed merger of CEPOL with Europol;
