The general objective of the Programme is to assist the Member States concerned to reach an irreversible state within the decommissioning process of Kozloduy units 1 to 4, Ignalina units 1 and 2 and Bohunice V1 units 1 and 2 nuclear power plants, in accordance with their respective decommissioning plans, while keeping the highest level of safety and without exposing the health of workers and the general population to excessive risk.

Key achievements in the Commission's work so far (largely through the Chernobyl Shelter Fund and the Nuclear Safety Account international funds) have been the stabilisation of the existing shelter, the implementation of infrastructure which meets international health regulations and provides the best possible protection for on-site workers and the construction of facilities in view of future decommissioning.

(12a) The activities related to the decommissioning of the Kozloduy Nuclear Power Plant will be carried out in line with the fundamental objective of protecting workers and the general public from the harmful effects of ionising radiation, as laid down in existing legislation, particularly Council Directive 96/29/Euratom of 13 May 1996 laying down basic safety standards for the protection of the health of workers and the general public against the dangers arising from ionizing radiation 1 , thus ensuring the highest level of safety and protection for workers and the general public's health.
(12 bis) Bij de werkzaamheden in verband met de buitenbedrijfstelling van de kerncentrale van Kozloduy zal de bescherming van de werknemers en het publiek tegen de schadelijke gevolgen van ioniserende straling vooropstaan, zoals deze wordt voorgeschreven in de bestaande wetgeving, in het bijzonder in Richtlijn 96/29/Euratom van de Raad van 13 mei 1996 tot vaststelling van de basisnormen voor de bescherming van de gezondheid der bevolking en der werkers tegen de aan ioniserende straling verbonden gevaren 1 , zodat het hoogste niveau van veiligheid en bescherming van de werknemers en de volksgezondheid wordt gewaarborgd.
