After adoption of the requested European standards and European standardisation deliverables the list of syntaxes and related mappings given in those deliverables shall be reviewed by the ESOs at least once every 2 years with a view to ensuring that they reflect the most recent technological developments and includes best-of-class syntaxes.

The European Committee for Standardisation (CEN), the European Committee for Electrotechnical Standardisation (Cenelec) and European Telecommunications Standards Institute (ETSI), hereafter referred as the ESOs (European standardisation organisations), are requested to draft new European standards and European standardisation deliverables in support of the implementation of Article 8 of Directive 2010/40/EU for multimodal information, traffic management and urban logistics in the urban ITS domain.
Het Europees Comité voor Normalisatie (CEN), het Europees Comité voor Elektrotechnische Normalisatie (Cenelec) en het Europees Instituut voor Telecommunicatienormen (ETSI), hierna de Europese normalisatie-instellingen genoemd, wordt verzocht ter ondersteuning van de uitvoering van artikel 8 van Richtlijn 2010/40/EU nieuwe Europese normen en Europese normalisatieproducten te ontwikkelen voor multimodale informatie, verkeersbeheer en stedelijke logistiek op het gebied van stedelijke ITS.

Therefore the requested European standards and European standardisation deliverables should reuse, harmonise or interface as far as possible with the following existing standards, specifications and projects: the CIVITAS projects (5), CAPITAL CIVITAS ITS Advisory Group (6), Promoting Open Specifications and Standards in Europe (POSSE) project (7), OPTICITIES project (8), FREILOT project, Smart Cities and Communities Coordination Group, standardisation request M/453 on Cooperative Systems (9), the C-ITS platform, DATEX II Strategic and Technical Groups (10), the Urban Traffic Management Control programme (UTMC) (11), the Open Traffic Systems City Association (OCA) (12) and the Open Communication Interface for Road Traffic Control Systems (OCIT) (13), FRAME project (14), Co-Cities project (15), European Digital Traffic Infrastructure Network for Intelligent Transport Systems (EDITS) project (16), European Bus System of the Future (EBSF) project (17), Data Catalog Vocabulary (DCAT) (18), spatial ‘standardised’ data and geo standardisation, and existing national standards (19).

1. European standardisation bodies shall ensure an appropriate representation of small and medium-sized enterprises (hereinafter 'SME'), consumer organisations and environmental and social stakeholders, in particular through the organisations referred to in Annex III, at the policy development level and at least at the following stages of the development of European standards or European standardisation deliverables:

This Regulation establishes rules with regard to the cooperation between European standardisation bodies, national standardisation bodies and the Commission, the establishment of European standards and European standardisation deliverables for products and for services in support of Union legislation and policies, the recognition of technical specifications in the field of information and communication technologies (hereinafter “ICT”), financing of European standardisation and the conditions for a balanced representation of European stakeholder organisations.
Deze verordening bevat voorschriften voor de samenwerking tussen de Europese normalisatie-instellingen, de nationale normalisatie-instellingen en de Commissie, de opstelling van Europese normen en Europese normalisatieproducten voor producten en voor diensten ter ondersteuning van wetgeving en beleid van de Unie, de erkenning van technische specificaties op het gebied van informatie- en communicatietechnologie (hierna “ICT” genoemd) en de financiering van de Europese normalisatie, alsmede de voorwaarden voor een evenwichtige vertegenwoordiging van de Europese organisaties van de deelnemende partijen.

The Commission shall adopt, after consultation with the European Standardisation Organisations and all relevant stakeholders, including those referred to in Annex III, an annual European standardisation work programme which shall indicate the European standards and European standardisation deliverables that it intends to request from the European Standardisation Organisations in accordance with Article 7(1).

Since the objectives of this Regulation, namely to ensure the effectiveness and efficiency of standards and standardisation as policy tools for the Union through cooperation between European standardisation organisations, national standardisation bodies, Member States and the Commission, the establishment of European standards and European standardisation deliverables for products and for services in support of Union legislation and policies, the identification of ICT technical specifications eligible for referencing, the financing of European standardisation and stakeholder participation in European standardisation cannot be sufficiently achieved by the Member States and can, therefore, by reason of their effect, be better achieved at the Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 TEU.
Daar de doelstellingen van deze verordening, namelijk de doeltreffendheid en doelmatigheid van normen en normalisatie als beleidsinstrumenten voor de Unie te garanderen via samenwerking tussen de Europese normalisatieorganisaties, de nationale normalisatie-instellingen, de lidstaten en de Commissie, de opstelling van Europese normen en Europese normalisatieproducten voor producten en voor diensten ter ondersteuning van wetgeving en beleid van de Unie, de identificatie van technische ICT-specificaties die in aanmerking komen om te dienen als referentie, de financiering van Europese normalisatie en de deelname van de belanghebbenden aan Europese normalisatie, niet voldoende door de lidstaten kunnen worden verwezenlijkt en derhalve vanwege de omvang en de gevolgen ervan beter op het niveau van de Unie kunnen worden verwezenlijkt, kan de Unie, overeenkomstig het in artikel 5 TEU neergelegde subsidiariteitsbeginsel, maatregelen vaststellen.
