(9b) On 28 October 2009, the Financial Stability Board, the Bank for International Settlements, the International Monetary Fund defined systemic risk as "a risk of disruption to financial services that is (i) caused by an impairment of all or parts of the financial system and (ii) has the potential to have serious negative consequences for the real economy. Those contributions shall be proportionate to the level of risk and contributions to systemic risk that each of them poses and variations in overall risk over time, as identified through their risk dashboard. (5) In its Communication entitled "European Financial Supervision" of 27 May 2009, the Commission set out a series of reforms to the current arrangements for safeguarding financial stability at the EU level, notably including the creation of a European Systemic Risk Board (ESRB) responsible for macro-prudential oversight.

The Council INVITES all banks to make further progress concerning transparency on risks valuation and management methodologies; RECALLS the urgency to enhance banks' practices for the evaluation of exposures AND URGES supervisors and accounting standards-setters to ensure that the financial reporting framework functions properly with clear guidelines on valuation that can be applied consistently across institutions; WELCOMES the Commission proposals for amendments to the Capital Requirement Directive (CRD), covering areas such as risk management, a possible supervisory framework for cross-border groups, crisis management and enhanced requirements for securitisation in view of further strengthening the existing prudential framework and risk management in the financial sector, as well as the Commission's proposals for amendments to ensure that the risks associated with the "originate-and-distribute model" (ODM) are properly mitigated.

EMPHASISES the importance it attaches to an integrated, dynamic and competitive financial marketplace in supporting growth and job creation through proper allocation of capital, including via hedge funds, and financial stability; ACKNOWLEDGES that hedge funds have contributed significantly to fostering the efficiency of the financial system, but also STRESSES the potential systemic and operational risks associated with their activities, NOTES that the so-called 'INDIRECT supervision' approach, through close supervisory monitoring of credit institutions' exposures to hedge funds and progress in upgrading their internal risk management systems, has so far enhanced resilience to systemic shocks; and RECALLS the need for creditors, investors and authorities to remain vigilant and to adequately assess the potential risks that hedge funds present.

To this effect: the allocation of risks between FEMIP, local financial intermediaries and local companies should be improved mainly by encouraging increased risk-taking by local intermediaries; EIB risk-taking should be increased through a more active use of the Special FEMIP envelope; incentives should be provided together with technical assistance to local intermediaries in order to make global loans more effective and accessible to SMEs; the risk borne by SMEs should be alleviated through local currency guarantees and loans; and risk-capital resources and technical assistance could be used more often to enhance the quality of local SME projects and should continue to support activities with a higher risk profile; strengthening partnership and local interaction notably by creating an advisory committee, including representatives from Mediterranean countries, to strengthen ownership of partner countries.

AGREES that, in conformity with the Council's Rules of Procedure and the relevant European Council's decisions, the format for meeting of the Ecofin Council will be Ministers accompanied by a delegation of 3 persons in the meeting room; AGREES that the Presidency may reflect on possibilities to ensure confidential deliberation in the context of the Ecofin Council; INVITES the EFC and the EPC, while respecting the Council's Rules of Procedure and the respective roles of the Coreper and the Commission, to ensure better coordination of their work. As for the publication of its financial stability reports, the ECB produces once a year a comprehensive financial stability review, whose main objective is to provide a review of risks and sources of vulnerabilities relating to the euro area/EU financial system. In addition, regular updates are produced on main risk to financial stability, covering the same scope as the annual review, while being focused on recent changes.
