The Directive protects over 1000 animal and plant species and over 200 habitat types, including forests, meadows, and wetlands of European conservation concern.

Suggests that the Member States should include and be obliged to carry out measures to combat drought and desertification and to prevent fires and flooding in the context of their rural development plans by encouraging participation by farmers in the replanting of forests with suitable species, in clearing out forests, in combating erosion and in making better use of water since farmers are the main guardians of the countryside; consequently, calls for the aid established for the creation of fire-breaks in Council Regulation (EC) No 1257/1991 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) to be maintained and for better support for measures designed to increase the profitability of forests and to prevent the depopulation of less economically productive mountain areas which may lie within the Mediterranean region (with particular attention to be paid to keeping combined farming/forestry/grazing operations in business and to protecting meadows);
23. stelt voor dat lidstaten maatregelen tegen de droogte en verwoestijning en ter preventie van bosbranden en overstromingen moeten opnemen in hun plannen voor plattelands­ont­wikkeling en tot de uitvoering daarvan moeten worden verplicht, waarbij de deelname van boeren moet worden verplicht aan de herbebossing met gepaste soorten, het schoon houden van de bossen, de strijd tegen de erosie en een beter gebruik van het water, aangezien boeren de belangrijkste wakers van het landschap zijn; roept er derhalve toe op de steun voor het aanleggen van brandgangen waarin Verordening (EG) nr. 1257/1999 van de Raad van 17 mei 1999 inzake steun voor plattelandsontwikkeling uit het Europees Oriëntatie- en Garantiefonds voor de Landbouw (EOGFL) voorziet, te handhaven, alsook een betere steun te blijven verlenen aan maatregelen om het rendement van bossen te bevorderen zodat de ontvolking van minder rendabele berggebieden, zoals in het mediterrane gebied, kan worden tegengegaan (met bijzondere aandacht voor de instandhouding van gecombi­neerde landbouw-, bosbouw- en beweidingactiviteiten en de bescherming van weidelanden);
