TRADUCTIONS EN CONTEXTE

A common set of standards to improve consultation, participation and dialogue with partners such as regional, local, urban and other public authorities, trade unions, employers, non-governmental organisations and bodies responsible for promoting social inclusion, gender equality and non-discrimination during the planning, implementation, monitoring and evaluation of projects financed by the European Structural and Investment Funds (ESIF) has been adopted today by the European Commission.

(b) Facilitate effective and inclusive information-sharing, mutual learning and dialogue, through the European Employment Strategy and the Open Method of Coordination in the field of social protection and inclusion and through networking amongst specialised bodies, including the social partners and civil society organisations, on Union policy including inter alia the fields of employment, working conditions, social protection, social inclusion combating discrimination and multiple discrimination, combating poverty and housing exclusion, protecting children's rights and well-being, helping the integration of migrants and the improvement of the situation of asylum seekers, combating youth unemployment and youth poverty, and on legislation in those areas, at Union, national and international level in order to assist the Member States and the other participating countries in developing their policies and in implementing Union law;

to appoint a National Contact Point or use an already existing body in order to ensure effective monitoring of the Roma inclusion strategies or integrated sets of measures as referred to in paragraph 22 and to foster the exchange of good practices and discussions on evidence-based approaches in the area of Roma inclusion policies;

Deems that concerted action and responsibility should be taken throughout the whole process by Roma and non-Roma organisations, local, regional and national authorities and EU bodies building on best practices, on the existing vast knowledge bases compiled by the Member States and on the experiences of the first period of the Decade of Roma Inclusion; stresses the importance of organising awareness-raising campaigns, particularly for regions with large Roma communities;

Strongly advises EU bodies to secure greater involvement of the national level in consultations and in the decision-making mechanism in order to achieve a future strategy that can be beneficial for all parties involved; also draws the attention of the Commission and the Member States to the fact that it is necessary to design, develop, implement and evaluate Roma inclusion policies in cooperation with regional and local authorities, with Roma and non-Roma population groups, representatives and civil society organisations, and with the Committee of the Regions and international organisations in order to improve acceptance and effectiveness of policies;

20. Considers that stronger collaboration among Roma leaders, local authorities and EU bodies is crucial for determining the main challenges and solutions that both the EU and its Member States are facing regarding socio-economic inclusion for the Roma population;

The Council Resolution of 25 November 2003 on making school an open learning environment to prevent and combat early school leaving and disaffection among young people recognised the need to strengthen the link and synergy between school and working life and the need to promote social inclusion with the involvement of families as well as youth and voluntary bodies.
