1. The responsibility for the operational planning and conduct of EU non-executive military missions at the military strategic level shall be assigned to the Director of the Military Planning and Conduct Capability (MPCC).

In its conclusions of 6 March 2017, the Council agreed to establish, as a short term objective, a Military Planning and Conduct Capability (MPCC) within the EU Military Staff (EUMS) in Brussels, which will be responsible at the strategic level for the operational planning and conduct of non-executive military missions, working under the political control and strategic direction of the Political and Security Committee (PSC).

It establishes a military command and control structure, the Military Planning and Conduct Capability (MPCC) within the EU Military Staff (EUMS)part of the European External Action Service (EEAS), to provide support to the Director of the MPCC (who is also Director-General of the EUMS) in his role as operations commander for non-executive*EU military operations.
Het besluit strekt tot de instelling van een militaire commando- en controlestructuur, het militair plannings- en uitvoeringsvermogen (’Military Planning and Conduct Capability’ – MPCC) binnen de Militaire Staf van de EU (EUMS), deel van de Europese Dienst voor extern optreden (EDEO), om steun te geven aan de directeur van het MPCC (die ook directeur-generaal van de EUMS is) in zijn rol als operationeel commandant bij niet-uitvoerende*militaire EU-operaties.

29. Encourages further progress in the implementation of the EDA’s Capability Development Plan and urges, in the context of its review in 2013, that it be better integrated into national defence planning, which needs to be further harmonised; reiterates its call on the Member States to launch an institutionalised process of increased defence planning coordination both between themselves and within the EU Military Committee, based in particular on EDA advice; draws attention to the general need to step up cooperation between the EDA and the EU Military Committee/EU Military Staff; expects the Heads of State and Government to launch a European defence review during the European Council on defence in December 2013;

Fully supports the transfer of the CSDP structures, including the Crisis Management Planning Directorate, the Civilian Planning and Conduct Capability, the EU Military Staff and the Situation Centre, to the EEAS, under the direct authority and responsibility of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy; recalls the pledge made by the Vice-President/High Representative to ensure that they work in close cooperation and synergy with the relevant Commission units transferred to the EEAS which deal with the planning and programming of crisis response, conflict prevention and peace-building; urges the Vice-President/High Representative to ensure that these units work on an equal footing with the CSDP structures; stresses that no formal or informal control by the CSDP structures of the planning and programming of measures financed from the Instrument for Stability is acceptable and insists that the transferred Commission structures must not be dismantled;

On the political-strategic level, welcomes the integration of civilian and military elements within the Crisis Management Planning Directorate (CMPD) as a step in the right direction; emphasises, however, the need to strike a proper balance between civilian and military strategic planning capabilities, not only in terms of numbers, but also with regard to hierarchy, in order to exploit to the full the synergies available; highlights at the same time the need to duly respect the differences between civilian and military roles and their distinctive objectives and to make sure that an appropriate mixture of human resources is allocated to each operation on a case-by-case basis;

Underlines that the experience of EU operations demonstrates that a permanent planning and command capability for EU operations would increase the effectiveness and credibility of EU operations; recalls that, given the civilian-military focus of the EU, such a structure would not duplicate anything that exists elsewhere; further recalls that the NATO Headquarters is primarily intended for military planning whereas the EU possesses expertise in planning and conducting civilian, military and civilian-military operations which no other global actor is currently able to conduct successfully;
