Underlines the fundamental role of a genuinely balanced European dual system, in which private and public service media play their respective roles and which shall be preserved, as requested by Parliament, the Commission and the Council of Europe; notes that in a multimedia society in which there are now greater numbers of commercially-driven global market players, public service media are essential; recalls the important role of public service media funded by the citizens through the state to meet their needs, as well as their institutional duty to provide-high quality, accurate and reliable information for a wide range of audiences, which shall be independent of external pressures and private or political interests, while also offering space for niches that may not be profitable for private media; stresses that the private media have similar duties in relation to information, in particular that of an institutional and political nature, e.g. in such contexts as elections, referendums, etc; underlines the need to guarantee the professional independence of national news agencies and avoid the creation of news monopolies;
