Strongly encourages the Commission to draw up at regular intervals, as the Euratom Treaty provides, really forward-looking PINCs for nuclear production and investment targets, in the global context of increasing competition in this sector, which would also take into consideration the aims of reducing greenhouse gas emissions; notes in this connection that the use of all other energy sources is also a matter for national competence but that targets (sometimes even binding targets) are nevertheless set at Community level, as is the case with renewables;

The rapporteur notes that the Working Party’s recommendations endorse those of the PINC Project announced on 10 January 2007 and considers that, at the very least, the idea of setting up a High-Level Group on Nuclear Safety should be supported.

The European Commission, with the new Illustrative Nuclear Programme (PINC), shows the importance it attaches to the emergence in the European Union of a clear and coherent approach towards nuclear energy, encourages the further development of uniform safety and safeguard conditions and, in order to maintain a useful contribution of nuclear power to the future coverage of the Union's energy requirements, suggests a number of basic common principles to be followed by all Member States.
De Europese Commissie laat met haar nieuwe indicatieve programma op het gebied van kernenergie (PINC) het belang zien dat zij hecht aan de totstandbrenging in de Europese Unie van een duidelijke en coherente benadering van kernenergie. Voorts moedigt zij de verdere ontwikkeling van uniforme veiligheids- en beveiligingsvoorwaarden aan en, om een nuttige bijdrage te blijven leveren aan de ontwikkeling van kernenergie die in de toekomst aan de behoeften aan energie in de Unie kan voldoen, stelt zij een aantal gemeenschappelijke basisbeginselen voor, die alle Lid-Staten zouden moeten volgen.
