IN-CONTEXT TRANSLATIONS

15. Applauds the Commission’s transversal approach to IP and stresses the importance of a holistic approach that is both coherent and coordinated in areas where all other policy fields (such as competition, trade, energy, the environment, innovation, structural funds, the Single Market etc.) take into account the aims of RISE; recalls, in this connection, the European Coal and Steel Community (ECSC) which proves that successful, integrated and innovative action is possible in the field of IP, and that it generates growth and employment, promotes its own integration and is of a social partnership nature; holds that RISE should be based upon a horizontal rather than a vertical IP concept; believes that – while paying due attention to the basic industries – sector-specific measures should support value chains and activity clusters with a high growth potential and must be connected to sectoral specialisation promoting high-tech and high-value-added strategies as well as innovation, skills, entrepreneurship, employment and creativity; notes, in this regard, the sectoral strategies in the motor vehicle (CARS 2020) and steel (steel action plan) industries and calls upon the Commission to adopt appropriate measures to implement those strategies; calls on the Member States and the Commission also to give sufficient focus to sectors with solid know-how and a high degree of RD investment and added-value creation including process innovation;
15. juicht de transversale aanpak van het industriebeleid van de Commissie toe en onderstreept het belang van een holistische aanpak die samenhangend is en wordt gecoördineerd op gebieden waar alle andere beleidsdomeinen (zoals concurrentie, handel, energie, milieu, innovatie, structuurfondsen, de interne markt enz.) rekening houden met de doelstellingen van de RISE-strategie; herinnert in dit verband aan de Europese Gemeenschap voor Kolen en Staal (EGKS) die bewijst dat een geïntegreerde en innovatieve aanpak op het gebied van het industriebeleid succesvol kan zijn en dat een dergelijke aanpak groei en werkgelegenheid creëert, zijn eigen integratie en het sociaal partnerschap bevordert; is van mening dat de RISE-strategie eerder op een horizontaal dan op een verticaal concept voor het industriebeleid moet worden gebaseerd; is van mening dat bij sectorspecifieke maatregelen de nodige aandacht moet worden besteed aan de industriële basissectoren, maar dat zij tegelijkertijd een stimulerend effect moeten hebben op waardeketens en activiteitenclusters met een groot groeipotentieel en verband moeten houden met sectorale specialisatie ter bevordering van hightechstrategieën en op een hoge toegevoegde waarde gerichte strategieën alsook van innovatie, vaardigheden, ondernemerschap, werkgelegenheid en, creativiteit; neemt in dit verband nota van de sectorale strategieën voor de automobielindustrie (Cars 2020) en de staalindustrie (Actieplan voor staal) en verzoekt de Commissie deze strategieën met de nodige maatregelen te ondersteunen; roept de lidstaten en de Commissie op voldoende aandacht te besteden aan sectoren die over een gedegen knowhow beschikken, sterk in OO investeren en veel toegevoegde waarde creëren, ook op het gebied van procesinnovatie;

18. Calls for the establishment of an International Environmental Organisation which would assume responsibility for compliance with international treaties and agreements on environmental protection and combating climate change, and which would, inter alia, work and cooperate with the WTO on issues concerning the impact of trade on the environment;
18. verzoekt om de instelling van een internationale milieuorganisatie die de verantwoordelijkheid op zich neemt voor de naleving van internationale verdragen en overeenkomsten inzake de bescherming van het milieu en het tegengaan van klimaatverandering, en die onder andere opereert, en met de WTO samenwerkt, op terreinen die te maken hebben met de effecten van handel op het milieu;

17.
