Today's announcement builds on the groundwork laid by Vice President Kroes in collecting initial pledges on new jobs, internships, training places, start-up funding, free online university courses and more from technology companies, governments, educators, social partners, employment service providers and civil society organisations at the World Economic Forum in Davos (see IP/13/52).

Welcomes the establishment by the ILO of the World Commission on the Social Dimension of Globalisation, notes the contribution given by the European Commission and Member States to its work, notably via the seminar on the "European Model of Society" held on 3 and 4 February 2003, and notes the need to discuss further the Community's stance on trade and labour issues once the World Commission has finalised its work, in the light of the continuing need, as identified by the Council in October 1999, for a forum for international debate on the relationship between trade and social issues.

According to the ESC, to make this Forum really representative, it needs to be enlarged to incorporate international development and/or financial institutions such as UNCTAD, UNDP, the World Bank .Also the international social partners and other parts of civil society should be involved in the work of the Permanent Forum.
Volgens het ESC moet dit forum, om werkelijk representatief te kunnen zijn, worden uitgebreid met internationale ontwikkelingsorganisaties en/of financiële instellingen zoals Unctad, UNDP, Wereldbank en IMF. De internationale sociale partners en andere actoren uit de civiele samenleving zouden bovendien bij de activiteiten van dit permanente forum moeten worden betrokken.

The UN social summit, held in Copenhagen from 6 to 12 March 1995, was the first world forum at head of state and government level to tackle social development.
