Definition: A type of pervasive developmental disorder that is defined by a period of entirely normal development before the onset of the disorder, followed by a definite loss of previously acquired skills in several areas of development over the course of a few months. Considers that a grubbing-up regime as discussed by the Commission in its Communication of 22 June 2006 would severely damage the economic and social situation in the regions of the Union, encouraging a shift in production towards non-Community countries, and is not in line with the objective of economic and social cohesion stated in the Treaty establishing the European Community; proposes the introduction of quality criteria to accompany grubbing-up plans drawn up by the competent regional or national authorities, in consultation with the inter-branch association; points out that the Community has given itself the task of pursuing ‘actions leading to the strengthening of its social and economic cohesion’ (Article 158(1) of the EC Treaty), with special emphasis on ‘reducing disparities between the levels of development of the various regions and the backwardness of the least favoured regions or islands, including rural areas’ (Article 158(2) of the EC Treaty).

Further urges all parties concerned to recognise that nature protection is not achievable solely through the identification and protection of designated areas, but must also be based on general policies which stimulate sustainable economic activity both in the countryside and in urban areas (including recreational pursuits), encourage environmentally friendly agriculture and forestry and the development of the urban and industrial environments, integrate environmental considerations into the broad range of public policy wherever appropriate, most obviously in relation to transport and energy, reduce overall levels of air- and water-based pollution, preserve soil quality and other natural resources, and discourage forms of economic activity which lead to the destruction of valuable habitats (such as the draining of wetlands); to this end seek ways to avoid the reproduction of problems characteristic of the EU 15, problems associated with intensive farming, monoculture, displacement of agricultural labour, and a failure to take into account the general and economic value of biodiversity; such ways to include, inter alia, the broad exploitation of possibilities to counter such tendencies (and to encourage, for example, the survival of rural communities, smallholdings, traditional and ecologically friendly methods of field division - such as hedges, water channels and dry stone walls - rare breeds of domestic animal, and ecological corridors) offered by existing budgetary measures such as the EAGGF and the Community Instrument LEADER;
79. dringt er verder bij alle betrokken partijen op aan om te erkennen dat natuurbescherming niet slechts te verwezenlijken is door de aanwijzing en bescherming van afgebakende terreinen, maar tevens gebaseerd moet zijn op een algemeen beleid dat een duurzame economische bedrijvigheid in zowel de landelijke als de stedelijke gebieden (met inbegrip van recreatieactiviteiten) stimuleert, milieuvriendelijke land- en bosbouw en de ontwikkeling van een milieuvriendelijke stedelijke en industriële omgeving bevordert, milieuoverwegingen zo nodig verwerkt in het algemene overheidsbeleid, met name op het gebied van vervoer en energie, het algemene niveau van de lucht- en watervervuiling vermindert, de grondkwaliteit en andere natuurlijke hulpbronnen in stand houdt en vormen van economische activiteit die leiden tot vernietiging van waardevolle habitats (zoals de drooglegging van wetlands) tegengaat; en om daartoe naar middelen te zoeken om herhaling van problemen die karakteristiek zijn voor EU-15 te voorkomen, welke problemen verband houden met intensieve landbouw, monocultuur, ontslag van landbouwwerknemers en de nalatigheid om rekening te houden met de algemene en economische waarde van de biodiversiteit; deze zouden onder meer moeten omvatten een ruime exploitatie van de mogelijkheden om deze tendensen tegen te gaan (en om bijvoorbeeld te stimuleren dat landelijke gemeenschappen, kleine bedrijven, traditionele en milieuvriendelijke methoden voor de verdeling van velden - zoals heggen, sloten en droge stenen muren - zeldzame huisdierenrassen en ecologische corridors behouden blijven), welke mogelijk zijn dankzij de bestaande budgettaire maatregelen als EOGFL en het communautair instrument LEADER;
