Definition: A type of pervasive developmental disorder that is defined by a period of entirely normal development before the onset of the disorder, followed by a definite loss of previously acquired skills in several areas of development over the course of a few months. Typically, this is accompanied by a general loss of interest in the environment, by stereotyped, repetitive motor mannerisms, and by autistic-like abnormalities in social interaction and communication. TRADUCTIONS EN CONTEXTE

Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

1. All staff and contractors involved in developing, managing or operating SIS II shall be required to note and report any observed or suspected security weaknesses in the Communication Infrastructure to the System Security Officer or the Local Security Officer for the Communication Infrastructure.

The Office shall provide the Member States with assistance from the Commission in organising close and regular cooperation between their competent authorities in order to coordinate their activities for the purpose of protecting the European Atomic Energy Community's financial interests against fraud. The Office shall contribute to the design and development of methods of fighting fraud and any other illegal activity affecting the financial interests of the European Atomic Energy Community.

(3) Whereas missions on BSE-related issues have been carried out in Portugal by the Commission Office for Veterinary and Phytosanitary Inspection and Control from 7 to 12 July 1996 and by the Food and Veterinary Office of the Commission from 15 to 21 June 1997 and from 11 to 15 May 1998; whereas those missions contributed to the assessment of the application and effectiveness of measures to protect against BSE; whereas those missions concluded that, despite important improvements, not all risk factors were adequately managed; whereas a follow-up mission was conducted by the food and Veterinary Office from 28 September to 2 October 1998; whereas that mission confirmed most of the findings of the previous missions and observed, despite an overall improvement, certain continued shortcomings in the enforcement of the measures to control the risk factors; whereas the sharp increase in the incidence of BSE, in particular since June 1998, raises serious concerns with regard to the development of the disease in the near future; whereas on the basis of that mission it is concluded that due to deficiencies existing until very recently in the implementation of Community legislation on identification and registration of animals, and of measures on TSE surveillance and BSE eradication, no adequate guarantees can be provided regarding the BSE history of the herds of origin and herds through which bovine animals pass and regarding the dams of bovine animals;
(3) Overwegende dat het Bureau voor veterinaire en fytosanitaire inspecties en controles van de Commissie in de periode van 7 tot en met 12 juli 1996, en het Voedsel- en Veterinair Bureau van de Commissie in de periode van 15 tot en met 21 juni 1997 en in de periode van 11 tot en met 15 mei 1998 in Portugal inspectiebezoeken hebben verricht met betrekking tot met BSE verband houdende problemen; dat die inspectiebezoeken hebben bijgedragen tot de evaluatie van de toepassing en de doeltreffendheid van de maatregelen ter bescherming tegen BSE; dat die inspectiebezoeken tot de slotsom hebben geleid, ondanks aanzienlijke verbeteringen, dat niet alle risicofactoren op adequate wijze werden aangepakt; dat het Voedsel- en Veterinair Bureau van 28 september tot en met 2 oktober 1998 een follow-upinspectiebezoek heeft verricht; dat dit inspectiebezoek een bevestiging opleverde van het merendeel van de bevindingen van de vorige inspecties en dat daarbij werd geconstateerd dat, ondanks een algemene verbetering van de situatie, er nog steeds bepaalde tekortkomingen bestaan op het stuk van het doen naleven van de maatregelen die ertoe dienen om de risicofactoren in de greep te krijgen; dat de sterke stijging van de BSE-incidentie, vooral sedert juni 1998, aanleiding geeft tot ernstige bezorgdheid over de ontwikkeling van de ziekte in de nabije toekomst; dat op basis van dit inspectiebezoek is geconcludeerd dat wegens het nog tot zeer onlangs bestaan van tekortkomingen bij de tenuitvoerlegging van de communautaire wetgeving inzake identificatie en registratie van runderen, evenals bij de toepassing van de maatregelen inzake bewaking van TSE en uitroeiing van BSE, er geen adequate garanties kunnen worden gegeven ten aanzien van de BSE-antecedenten van de beslagen van oorsprong, van de beslagen langs waar runderen passeren, en van doorvoer en van de moederdieren van runderen;
