IN-CONTEXT TRANSLATIONS

H. whereas draft Commission Regulation (EU) ./. of XXX amending Regulation (EC) No 692/2008 as regards emissions from light passenger and commercial vehicles (Euro 6) (hereafter ‘the draft measure’) states that for the purpose of establishing the quantitative real driving emission (RDE) requirements ‘statistical and technical uncertainties of the measurement procedures should be taken into account’; whereas the draft measure also allows for a margin ‘taking into account the additional measurement uncertainties related to the application of Portable Emission Measurement Systems (PEMS)’;
H. overwegende dat in het ontwerp van verordening (EU) ./.van de Commissie van XXX tot wijziging van Verordening (EG) nr. 692/2008 wat de emissies van lichte personen- en bedrijfsvoertuigen (Euro 6) betreft (hierna "de ontwerpmaatregel" genoemd) wordt gesteld dat er met het oog op de invoering van de vereisten voor emissies onder reële rijomstandigheden (RDE) "rekening gehouden moet worden met statistische en technische onbetrouwbaarheden in de meetprocedures"; overwegende dat de ontwerpmaatregel ook ruimte laat voor een marge "om rekening te houden met de bijkomende, met het gebruik van draagbare emissiemeetsystemen verbonden onbetrouwbaarheden in de meetresultaten";

Firstly, I was actively involved in the drafting of Law 3871/2010 entitled ''Financial Management and Responsibility' making fundamental amendments to the previous national accounting system and introducing for the first time provisions regarding verification of sound financial management, compliance with international audit standards and accountability of public fund managers, fundamentally altering procedures for drawing up and implementing the Greek government budget. I was also appointed member of the legislative committee responsible for drafting Law 4055/2012 entitled 'Fair Proceedings and Reasonable Duration Thereof', making the Court of Auditors responsible for carrying out targeted audits, performance audits and systemic audits, as well as ensuring compliance by the audited body with instructions previously issued by it.
Allereerst wil ik mijn actieve betrokkenheid vermelden bij wet 3871/2010 getiteld "Begrotingsbeheer en verantwoordelijkheid" waarmee het voormalige overheidsboekhoudsysteem grondig is gewijzigd en die voor het eerst voorziet in de mogelijkheid om controle uit te oefenen op goed financieel beheer, alsook in de toepassing van internationale controlestandaarden en het verantwoordingssysteem voor beheerders van overheidsgeld, met als gevolg dat het tot dan toe geldende systeem voor de opstelling en uitvoering van de overheidsbegroting in Griekenland ingrijpend is herzien. Ik was tevens lid van de commissie voor de opstelling van wet 4055/2012 getiteld "Een eerlijk proces met een redelijke tijdsduur" op grond waarvan de rekenkamer de bevoegdheid werd verleend om gerichte controles, prestatiecontroles en systeemcontroles te verrichten, en die tevens voorzag in de naleving van de desbetreffende aanbevelingen van de rekenkamer door de gecontroleerde instantie.

The Commission's opinion on the draft budgetary plan should be adopted as soon as possible and in any event by the end of November, taking into account, to the extent possible, the specific national fiscal schedule and parliamentary procedures, in order to ensure that Union's policy guidance in the budgetary area can be appropriately integrated in the national budgetary preparations.
Het advies van de Commissie over het ontwerpbegrotingsplan moet zo spoedig mogelijk en in elk geval eind november worden vastgesteld, waarbij zoveel mogelijk rekening wordt gehouden met het specifieke nationale begrotingstijdschema en de nationale parlementaire procedures, om ervoor te zorgen dat de beleidsrichtsnoeren van de Unie op begrotingsgebied op passende wijze in de nationale budgettaire voorbereidingen worden geïntegreerd.

7. Stresses that pursuant to the agreement reached by the Bureau and the Committee on Budgets at the Conciliation meeting of 13 March 2013, the overall level of the draft estimates for 2014 is set at EUR 1 808 144 206 (corresponding to a rate of net increase of 3,29 % over the 2013 budget), of which some 2,20 % accounts for compulsory expenditure linked to the election of a new Parliament, 1,30 % accounts for other legal obligations, 0,78 % accounts for the accession of Croatia while inflation accounts for some 1,9 % of the increase, resulting in the real decrease of Parliament's budget of 2,89 % from the 2013 level; calls, however, for further savings and redeployments via structural reforms to be sought during the Parliament's reading in autumn 2013 in the course of the 2014 budgetary procedure and in the following years; recalls, in that regard, the measures identified by the Joint Bureau and Committee on Budgets Working Group to be further explored in order to generate substantial organisational savings, such as the scope for inter-institutional cooperation arrangements between Parliament, the European Economic and Social Committee and the Committee of the Regions;
7. benadrukt dat het totale bedrag van de ontwerpraming, in overeenstemming met de door het Bureau en de Begrotingscommissie tijdens de overlegvergadering van 13 maart 2013 bereikte overeenkomst, 1 808 144 206 EUR bedraagt, wat neerkomt op een nettoverhoging met 3,29% ten opzichte van de begroting 2013, waarvan 2,20% voortvloeit uit de verplichte uitgaven die samenhangen met de verkiezing van een nieuw Parlement, 1,30% uit andere wettelijke verplichtingen en 0,78% uit de toetreding van Kroatië, terwijl de inflatie zorgt voor een toename van ongeveer 1,9%, wat leidt tot een reële verlaging van de begroting van het Parlement met 2,89% ten opzichte van 2013; roept echter op te streven naar verdere besparingen en herschikkingen door middel van structurele hervormingen in het kader van de lezing van het Parlement in het najaar van 2013 en in de loop van de begrotingsprocedure voor 2014 en in de komende jaren; herinnert hierbij aan de maatregelen die volgens de gezamenlijke werkgroep van het Bureau en de Begrotingscommissie verder moeten worden onderzocht om tot aanzienlijke organisatorische besparingen te komen, zoals het toepassingsgebied van de interinstitutionele samenwerking tussen het Parlement, het Europees Economisch en Sociaal Comité en het Comité van de Regio's;

In order to ensure coherence with the policy objectives and the institutional set-up of the Union as well as with the applicable administrative and financial procedures, the Commission should issue formal advice in the form of a written opinion on the Agency’s draft multiannual strategy and draft annual work programmes, which the Administrative Board should take into account before adopting those documents.
Teneinde de samenhang te waarborgen met de beleidsdoelstellingen en de institutionele structuur van de Unie, alsmede met de toepasselijke administratieve en financiële procedures, moet de Commissie een formeel standpunt verstrekken in de vorm van een schriftelijk advies over de ontwerpmeerjarenstrategie van het Agentschap en de ontwerpen van de jaarlijkse werkprogramma's. De raad van bestuur dient daarmee rekening te houden alvorens deze documenten goed te keuren.

3. The Commission shall deliver an opinion on the draft statutes, list of members and draft rules of procedures taking into account the opinion of the Agency provided for in paragraph 2 and within three months of the day of the receipt of the opinion of the Agency.
3. Rekening houdend met het in lid 2 bepaalde advies van het Agentschap en binnen drie maanden na de ontvangst van het advies van het Agentschap brengt de Commissie advies uit over de ontwerpstatuten, de ledenlijst en het ontwerpreglement van orde.

Expresses satisfaction with the way in which it has exercised its authority in this field and points out that, within the framework of the revised comitology procedure, the Parliament will be even more involved in the development and endorsement of international accounting standards; notes, however, that Parliament is formally involved only in the last phase of the endorsement procedure; calls for a guarantee, as a time-saving measure, that the Parliament will already be involved in the procedure when the IASB work programme is drawn up and a draft new accounting standard is considered, in order to avoid a EU version of IFRS or the need for subsequent modifications;
27. prijst zich gelukkig met de wijze waarop het van zijn bevoegdheden op dit terrein gebruik heeft gemaakt en wijst erop dat de rol van het Parlement bij de ontwikkeling en goedkeuring van internationale standaarden voor jaarrekeningen als gevolg van de herziene comitéprocedure alleen maar groter wordt; merkt echter op dat er alleen in de laatste fase van de goedkeuringsprocedure sprake is van een formele betrokkenheid van het Parlement; dringt er ook omwille van tijdsbesparing op aan ervoor te zorgen dat het Europees Parlement al bij het proces wordt betrokken wanneer het werkprogramma van de IASB wordt opgesteld en een ontwerp voor een nieuwe standaard voor jaarrekeningen wordt besproken, zodat een EU-versie van de IFRS of de noodzaak tot wijziging achteraf wordt voorkomen;

If the European Parliament, by an absolute majority of its members, or the Council, by the majority provided for by Article 205(2) of the Treaty, express any objections to the final draft of the executive measures presented by the Commission within one month, which may be extended by another month, of its being forwarded, the Commission must either withdraw its draft and present a proposal for an instrument in accordance with the procedure in Article 251 of the EC Treaty, or adopt the proposed measure, amending its draft to take account of the objections or withdraw its draft altogether.
5. Als het Europees Parlement, met absolute meerderheid van stemmen, of de Raad, met de in artikel 205, lid 2, van het Verdrag voorgeschreven meerderheid van stemmen, binnen een maand na de toezending van het definitief ontwerp van de Commissie, eventueel verlengd met een extra maand, er bezwaar tegen maakt, trekt de Commissie haar ontwerp in en dient zij een voorstel van besluit in volgens de in artikel 251 van het Verdrag voorgeschreven procedure, ofwel neemt zij de voorgestelde maatregel aan na wijziging van haar ontwerp om tegemoet te komen aan de geuite bezwaren ofwel trekt zij haar ontwerp helemaal in.

37. Should the Commission indicate that the mandate has not been fulfilled, the EUEB shall continue its work on the draft criteria, taking into account the procedures and requirements detailed in this section.
37. Indien de Commissie stelt dat niet aan de opdracht is voldaan, zet het BMEU zijn werkzaamheden aan de ontwerpcriteria voort, waarbij de in dit hoofdstuk beschreven procedures en voorschriften in acht worden genomen.

31. When satisfied with the above preparatory work for a candidate product group and with the positive recommendation of the ad hoc working group, the EUEB shall forward the final report together with the proposals concerning the drafting of the mandate to the Commission, and shall request the Commission to initiate the procedure for setting the ecological criteria for the product group in question and to give a mandate to the EUEB that takes into account the abovementioned proposals.
31. Wanneer het tevreden is over de voorbereidende werkzaamheden voor een kandidaat-productengroep en de positieve aanbeveling van de werkgroep ad hoc, zendt het BMEU het eindverslag met de voorstellen voor de formulering van de opdracht aan de Commissie en verzoekt het de Commissie de procedure voor de vaststelling van de milieucriteria voor de desbetreffende productengroep in te leiden en het BMEU een opdracht te geven waarin rekening wordt gehouden met bovengenoemde voorstellen.
