Apart from a reinforcement of the tripartite cooperation between employees, employers and governments, there is a need also to include the ‘fourth partner’, which is made up of the very diverse groups of people who are involved professionally with safety and health in the workplace: researchers, doctors and nurses, hygienists, ergonomists, toxicologists, chemists, etc. It should be noted as a positive development that the ICOH (International Commission on Occupational Health) is now paying increasing attention to the ethical issues of the relationship between work and health, and in the revision of its ‘Code of Ethics’ gives particular prominence to the idea of workers as people rather than simply as links in the production chain.
6. De samenwerking tussen werknemers, bedrijven en regeringen moet worden geïntensiveerd, maar daarnaast moet een vierde partij bij de zaak worden betrokken, namelijk al diegenen, en het zijn er velen, die zich professioneel met veiligheid en gezondheid op het werk bezighouden: onderzoekers, artsen en verplegers, deskundigen op het gebied van hygiëne, ergonomen, toxicologen, scheikundigen enz. Als positief punt moet worden vermeld dat de Internationale Commissie voor gezondheid op het werk (International Commission on Occupational Health, ICOH) meer en meer aandacht heeft voor de ethische problemen in verband met de relatie tussen werk en gezondheid en dat zij werknemers in de heruitgave van de ethische beroepscodex in de eerste plaats beschouwt als personen en niet alleen als productiefactoren.
