Of particular significance within this report to the latter question posed is the proposed creation of a “Human Security Volunteer Force” - the civilian component of the proposed civilian-military “Human Security Response Force” - consisting of a Civil Peace Corps (an idea already proposed and supported by the Parliament) composed of mid- and post-career professionals and a Humanitarian Aid Volunteer Service composed of students and those having recently completed their studies.
Voor de laatstgenoemde vraag is in dit rapport van bijzonder belang de voorgestelde oprichting van een "Vrijwilligerskorps voor menselijke veiligheid" - de civiele component van de voorgestelde civiel-militaire "Interventiemacht voor menselijke veiligheid" - bestaande uit een Civiel Vredeskorps (een idee dat door het Parlement reeds voorgesteld en gesteund is), bestaande uit professionals halverwege of aan het eind van hun carrière, en een Vrijwilligersdienst voor humanitaire hulp, bestaande uit studenten die hun studie pas hebben voltooid.

16. Notes the provision, included in the Constitutional Treaty, to set up a European Voluntary Humanitarian Aid Corps, which is a clear signal of interest on the part of the European Union in the field of development; emphasises, nevertheless, the challenge facing the EU, which must pay special care and attention to establishing the way the corps will operate, allowing only experienced volunteers to participate in it; states its opinion that this initiative should strengthen the process of improving the quality and professionalism of the human resources deployed in humanitarian crises, by complementing already available training programmes, working closely with NGOs, establishing a register of available resources and disseminating pre-identified good operational practices; invites the Commission to undertake feasibility studies for the future development of this provision; underlines the need to recognise the difference between civilian and military environments within joint actions in the area of disarmament, humanitarian missions, conflict prevention and maintaining and re-establishing peace, as set out in Article III-309(1);
16. neemt kennis van de in de Grondwet opgenomen bepaling over het opzetten van een Europees vrijwilligerskorps voor humanitaire hulp, hetgeen een duidelijk signaal is van de belangstelling van de Europese Unie voor ontwikkeling; wijst niettemin met nadruk op de uitdaging voor de EU, die speciale zorg en aandacht dient te besteden aan het vaststellen van de werkwijze van het korps en ervoor dient te zorgen dat alleen ervaren vrijwilligers aan het korps kunnen deelnemen; is van mening dat dit initiatief het proces van verbetering van de kwaliteit en professionaliteit van personeel dat bij humanitaire crises wordt ingezet dient te versterken via aanvulling van reeds beschikbare opleidingsprogramma's, nauwe samenwerking met NGO's, de opstelling van een register van beschikbare hulpbronnen en de verspreiding van vooraf geïdentificeerde goede operationele praktijken; verzoekt de Commissie haalbaarheidsstudies te verrichten in verband met de toekomstige ontwikkeling van deze bepaling; onderstreept de noodzaak van erkenning van het verschil tussen civiele en militaire aspecten bij gemeenschappelijke missies op het gebied van ontwapening, humanitaire missies, conflictpreventie en handhaving en herstel van vrede, zoals vastgelegd in artikel III-309, lid 1;
