8. Calls on the Member States to take on responsibility for guaranteeing the right to housing for everyone, in particular by launching housing programmes for less well-off citizens, providing incentives to promote controlled-cost housing, constructing social rented housing, promoting and financing self-building programmes, supporting the cooperative sector, launching effective and non-speculative credit policies and regulating a non-speculative rental market;
8. verzoekt de lidstaten verantwoordelijkheid te nemen voor de waarborging van het recht op huisvesting voor alle burgers, met name door huisvestingsprogramma's voor burgers met een laag inkomen in te voeren, de bouw van gunstig geprijsde woningen en sociale woningbouw te stimuleren, zelfbouwprogramma's te bevorderen en te financieren, de coöperatieve sector te steunen, een efficiënt, niet-speculatief kredietbeleid in te voeren en een niet-speculatieve huurmarkt te reguleren;

24. Calls on the Commission to ensure, when monitoring intervention by the Structural Funds, that recital 6 of Regulation (EC) No 1080/2006 is implemented in full for the funding of housing using European structural funds and that appropriate accommodation is being provided for disadvantaged sections of the population by such subsidised housing through social rents and rent control that match the public subsidy;
24. verzoekt de Commissie om er bij de controle op het optreden van de structuurfondsen op toe te zien dat overweging 6 van Verordening (EG) nr. 1080/2006 bij de financiering van de woningbouw met gebruikmaking van de Europese structuurfondsen volledig uitgevoerd wordt en dat de gesubsidieerde woningbouw, met sociale huurprijzen en toezicht op de huurprijzen naar verhouding van de overheidssteun, goede behuizing ter beschikking van sociaal achtergestelde groepen stelt;
