Regulation (EC) No 2037/2000 on substances that deplete the ozone layer (“the Regulation”) is the European Communities’ main instrument for implementing the Montreal Protocol.[5] The closely matching and mutually reinforcing international and EU policy frameworks have an impressive track record, showing an almost complete phase-out of consumption and production of the controlled ODS.
