2. La Belgique est impliquée dans le Plan d’action FLEGT (Forest Law Enforcement on Governance and Trade) de la Commission européenne visant à l’amélioration de la gouvernance et à l’application des lois concernant l’exploitation des forêts et le commerce des produits de bois.
2. België is betrokken bij het actieplan FLEGT (Forest Law Enforcement on Governance and Trade) van de Europese Commissie dat de governance wenst te verbeteren en de wetten wenst toe te passen met betrekking tot de exploitatie van bossen en de handel van houtproducten.

Étant donné que les accords de partenariat volontaires dans le cadre de l’EU Action Plan for Forest Law Enforcement Governance and Trade (FLEGT) ont été insuffisants pour empêcher l’importation de bois coupé illégalement dans les pays tiers et ne sont pas applicables au bois coupé illégalement en Union européenne, sur le territoire des États membres, il est souhaitable que la Commission européenne introduise une proposition de législation prescrivant que seul le bois légalement coupé et ses produits dérivés puissent être mis sur le marché UE. Pour atteindre ses objectifs, cette législation devrait répondre aux exigences suivantes :
Daar de vrijwillige partnerschapsovereenkomsten in het kader van het EU Action Plan for Forest Law Enforcement Governance and Trade (FLEGT) ontoereikend zijn gebleken om de invoer van illegaal in derde landen gekapt hout te voorkomen en niet van toepassing zijn op illegaal in de Europese Unie, op het grondgebied van de Lidstaten gekapt hout, is het aangewezen dat de Europese Commissie een wetgevingsvoorstel indient dat voorschrijft dat alleen legaal gekapt hout en houtproducten op de EU-markt mogen worden gebracht. Om haar doel te bereiken zou deze wetgeving moeten voldoen aan de volgende eisen:

La dernière étude de l'Institut européen d'administration publique (IEAP) "The Institutional Impacts of EU Legislation on Local and Regional Governments, A Case Study of the 199/31/EC Landfill Waste and 2004/18/EC Public Procurement Directives", dénonce notamment le fort recours au droit indicatif: "using soft law to regulate very important aspects of the Directive is another important shortcoming: it is not possible to foresee the institutional impact of soft law” (recourir au droit indicatif pour réglementer des aspects très importants de la directive, voilà qui constitue une autre faille importante: il n'est pas possible de prévoir les incidences institutionnelles du droit indicatif).
