TRADUCTIONS EN CONTEXTE

– gezien de gezamenlijke verklaring van de Afrikaanse ontwikkelingsbankgroep en de Wereldbankgroep van 19 april 2012,
– having regard to the joint statement of the African Development Bank Group (AfDB) and the World Bank Group (WBG) of 19 April 2012,

3. merkt op dat met het Chinees-Afrikaanse Ontwikkelingsfonds (CADF) het opzetten van speciale Chinese economische verwerkingszones in Afrika wordt gesteund; deelt de zienswijze van de Afrikaanse ontwikkelingsbankgroep dat de Chinese investeringen geïntegreerd moeten worden in de nationale productieketen om ervoor te zorgen dat deze zones daadwerkelijk industrialisering bevorderen, hetgeen onder meer het volgende inhoudt: versterking van de juridische voorschriften en regelgeving, waaronder sociale en milieuwaarborgen, alsook verbetering van de toegang voor plaatselijke bedrijven en werknemers tot de zones om connecties met de lokale economie tot stand te brengen;
3. Notes that the China-Africa Development Fund (CADF) supports the setting-up of special Chinese Economic Processing Zones in Africa; shares the views of the African Development Bank Group according to which there is a need to integrate Chinese investments into the national production chain to ensure that these zones will effectively promote industrialisation, which implies, for example: strengthening legal and regulatory arrangements, including social and environmental safeguards, as well as improving access for local companies and workers to the zones to ensure linkages to the local economy;

G. overwegende dat met de Speciale Economische Zones (SEZ) van China in Afrika beoogd wordt een omgeving te creëren die kleine en middelgrote Chinese bedrijven steunt om bedrijfsinitiatieven te ontplooien in het buitenland; overwegende dat volgens de Afrikaanse ontwikkelingsbankgroep de door China geleide SEZ in Afrika ten zuiden van de Sahara tot dusver qua investeringen maar beperkte resultaten hebben gehad, en de effecten ook op het gebied van werkgelegenheid en integratie met de lokale economie beperkt zijn;
G. whereas China’s Special Economic Zones (SEZs) in Africa aim to create a supportive environment for small and medium Chinese companies to venture overseas; whereas, according to the African Development Bank Group, Chinese-operated SEZs in Sub-Saharan Africa have had so far limited results in terms of investment, while their job creation impacts and integration with the local economy has been limited;

11. merkt op dat de Chinese investeringen in Afrika, die voornamelijk via de Export-Import-bank lopen, aanleiding geven tot bezorgdheid, onder meer over de duurzaamheid van projecten, zoals in het geval van de omstreden projecten voor hydro-elektrische stuwdammen; deelt het standpunt van de Afrikaanse ontwikkelingsbankgroep dat het wenselijk is om de uitvoering van de equatorbeginselen – een vrijwillig normenpakket voor het vaststellen, beoordelen en beheren van sociale en milieurisico's in projectfinanciering – uit te breiden tot Chinese investeringen;
11. Notes that Chinese investments in Africa, channelled mainly through the Export-Import Bank, raise concerns, e.g. about sustainability of projects, as in the case of large controversial hydropower dam projects; as a first step, shares the view of the African Development Bank Group, according to which it would be desirable to expand the implementation of the Equator principles - a voluntary set of standards for determining, assessing and managing social and environmental risk in project financing - to Chinese investments;
