Deze nieuwe kaderregeling brengt een aantal verspreide regelingen (automobielindustrie, sector synthetische vezels en ijzer- en staalindustrie) samen en voorziet in een systeem om de steunintensiteit automatisch vast te stellen aan de hand van het investeringsbedrag, welk systeem als een progressieve heffing werkt; ook geldt een hogere drempel voor aanmelding van afzonderlijke gevallen dan voorheen.
