3. herinnert aan de verbintenis van de EU en derde partijen die lid zijn van de OESO om in het kader van de Doha-onderhandelingsronde alle exportsubsidies af te schaffen en rechtstreekse betalingen van de productie los te koppelen, zodat een gelijkwaardige situatie ontstaat voor landbouwproducten uit de EU en uit ontwikkelingslanden en eerlijke handel en duurzame groei worden gestimuleerd; vraagt de Commissie deze wijzigingen door te voeren en passende overgangsstelsel te financieren om negatieve gevolgen voor Europese plattelandsgebieden te voorkomen, en biologische en duurzame landbouwpraktijken te bevorderen, waarbij weinig chemische additieven worden gebruikt (weinig externe productiemiddelen) en rekening wordt gehouden met het plaatselijke milieu; vraagt de EU steun te verlenen aan de wens van de ontwikkelingslanden om hun voedselproductie en hun bevolking te beschermen tegen de mogelijk verwoestende gevolgen van goedkope import; verzoekt verder om investeringen in onderzoek naar agro-ecologische teeltmethoden en om openbare diensten zodat kleine landbouwers kunnen overschakelen op duurzame, biologische teelt;

Recalls the commitment of the EU, and third party members to the OECD - in the framework of the Doha Round negotiations to eliminate all export subsidies; and to decouple direct payments from production so as to create a level playing field between EU and developing countries' agricultural products and stimulate fair trade and sustainable growth; asks the Commission to implement these changes, whilst financing adequate transitional schemes, in order to avoid negative impacts in European rural areas, and to promote organic and sustainable farming practices, which have low chemical additives (low external inputs) and whose cultivation practices take into account local natural conditions; calls on the EU to support developing countries' demands to protect their food production and to protect their population from the potentially destructive effects of cheap imports; calls further for investments in research for agro-ecological farming methods and for the provision of public services so as to enable small farmers to convert to sustainable organic production,
