Calls on the Commission to draw up a comprehensive overview and evaluation of the medium- and long-term prospects for reconstruction projects in the Gaza Strip financed by the Union within the framework of PEGASE (Palestinian-European Mechanism for Management of Socio-Economic Aid) and ECHO (Humanitarian Aid Department of the European Commission) and their budgetary implications; urges other donors to make pledges at the above-mentioned International Conference and to commit to the pledges they made at the donors" conference in Paris on 17 December 2007;

15. neemt kennis van de problemen die het Bureau ondervindt bij het aanwerven van geschikt personeel vanwege het kortlopende mandaat van het Bureau; meent dat in plaats van het Bureau geleidelijk aan op te heffen volgens een vooraf bepaald tijdschema, de duur van het mandaat afhankelijk moet worden gesteld van politieke en economische criteria en ontwikkelingen; is voorts van mening dat het mandaat (schrapping) om redenen van beleid moet worden verlengd en verruimd en merkt op dat dit tevens het Bureau zal helpen bij het aanwerven en houden van voldoende gekwalificeerd en ervaren personeel; meent dat de door en met het Bureau voor wederopbouw opgedane ervaring zonodig kan worden gebruikt voor het leveren van assistentie bij wederopbouw, bijvoorbeeld in Irak, Afghanistan, Pakistan, India en in de door de tsunami getroffen landen, en wel in een tweede fase nadat het Bureau voor humanitaire hulp de directe humanitaire nood heeft gelenigd;

Notes the problems faced by the Agency in recruiting suitable staff because of the short-term mandate of the Agency; considers that instead of phasing out the Agency according to a pre-set timetable, the time span of the mandate should depend on political and economic criteria and developments; considers furthermore that the mandate should be lengthened and broadened for policy reasons and notes that this would also help to improve the Agency's ability to recruit and keep suitably qualified and experienced staff; considers that experience gained by and with the reconstruction agency could be used to provide reconstruction assistance wherever needed, for example in Iraq, Afghanistan, Pakistan, India and the countries affected by the Tsunami, as a second stage after immediate humanitarian needs have been addressed by the Humanitarian Aid Office;
