1. De Unie voert in de Centraal-Afrikaanse Republiek een militaire GVDB-opleidingsmissie (EUTM RCA) uit teneinde bij te dragen tot de hervorming van de defensiesector in de CAR in het kader van het door MINUSCA gecoördineerde hervormingsproces van de veiligheidssector in Centraal-Afrika.
1. The Union shall conduct a CSDP Military Training Mission in the Central African Republic (EUTM RCA) in order to contribute to the Defence Sector Reform in the CAR within the Central African Security Sector Reform process coordinated by MINUSCA.

20. stemt in met de organisatie van regelmatige regionale topbijeenkomsten van de EU en Centraal-Azië, en roept ertoe op na te denken over de eventuele oprichting van een ad hoc parlementair forum EU-Centraal-Azië in het kader van de bestaande parlementaire samenwerkingscommissies en de interparlementaire bijeenkomsten met de Centraal-Aziatische landen, ter beoordeling en aanvulling van de inhoud van de topbesprekingen; onderstreept het belang van regelmatige bilaterale en multilaterale parlementaire samenwerking en beschouwt de partnerschaps- en samenwerkingsovereenkomsten als de institutionele basis voor versterkte parlementaire uitwisseling die tot wederzijds begrip en respect leidt; is bijgevolg voorstander van PSO met alle vijf de Centraal-Aziatische landen; onderstreept hoe belangrijk het is dat het Europees Parlement actiever deelneemt aan het toezicht op de onderhandelingen over partnerschapsovereenkomsten met de Centraal-Aziatische landen en de tenuitvoerlegging van bestaande overeenkomsten;
20. Approves the holding of regular regional EU-Central Asia summits and calls for consideration to be given to the possible future establishment of an EU-Central Asia ad hoc parliamentary forum in the framework of the existing Parliamentary Cooperation Committees and interparliamentary meetings with Central Asian countries as a means of assessing, and contributing to the contents of, the summit talks; underlines the importance of regular bilateral and multilateral parliamentary cooperation; regards the Partnership and Cooperation Agreements as the institutional basis for an enhanced exchange among parliamentarians, providing mutual understanding and respect; therefore supports PCAs with all five Central Asian countries; stresses the importance of the European Parliament's more active engagement in monitoring negotiations on partnership agreements with the Central Asian countries and in the implementation of the existing ones;

33. wijst erop dat de regeringen van de landen van Centraal-Azië de verspreiding van het MKB moeten bevorderen en steunen omdat dit één van de elementen is die nodig zijn voor de ontwikkeling van de landen in kwestie, en wijst er met nadruk op dat de EU in haar steun aan het MKB deze hogere prioriteit moet stellen in het kader van de taakomschrijving van de EIB inzake Centraal-Azië, en dat zij de visumeisen aan mensen die voor zaken of hoger onderwijs aanreizen vanuit Centraal-Azië moet versoepelen, en tegelijkertijd internationale normen moet bevorderen inzake arbeid, milieu en maatschappelijke verantwoordelijkheid van bedrijven; meent bovendien dat discriminatie van Europese ondernemingen vermeden moet worden, ook in de belangrijke sector van de overheidsopdrachten, en verzoekt de EU samenwerking tussen MKB uit de EU en uit Centraal-Azië mogelijk te maken;
33. Stresses the need for the governments of the countries of Central Asia to promote and support the proliferation of SMEs as one of the elements needed for the development of the countries concerned, and emphasises that the EU should give this higher priority in its assistance to SMEs under the EIB's mandate for Central Asia and relax visa requirements for people travelling from Central Asia on business and higher education, while promoting international labour, environmental and corporate social responsibility standards; considers also that practices which discriminate against European industries should be avoided, including in the key sector of public procurement, and calls on the EU to facilitate cooperation between SMEs from the EU and SMEs from Central Asia;

37. wijst op de geopolitieke situatie van Centraal Azië en de groeiende belangstelling voor de regio van andere economische en politieke machten, zoals Rusland, de Verenigde Staten, China en Turkije; acht nauwe samenwerking met die landen met betrekking tot Centraal Azië daarom van groot belang, en wel op die terreinen waarop er gemeenschappelijke belangen zijn en geen knelpunten wat betreft de mensenrechten; dringt er bij de Raad en de Commissie op aan wegen te vinden om de coördinatie van afzonderlijke acties en beleidsmaatregelen van de EU-lidstaten in de regio , alsmede tussen de EU en andere betrokken landen, te verbeteren; benadrukt in dit verband de sleutelrol van Turkije als een kandidaat-lidstaat van de EU in Centraal Azië en verzoekt de Raad en de Commissie maximaal profijt te trekken uit de historische, economische en culturele betrekkingen van Turkije met bepaalde landen van de regio, door deze kandidaat-lidstaat volledig te betrekken bij de ontwikkeling en de uitvoering van de strategie;
37. Highlights the geopolitical situation of Central Asia and the growing interest of economic and political powers, such as Russia, the United States, China and Turkey, in the region; considers, therefore, that close cooperation with those countries in respect of Central Asia is very important where interests coincide without conflicting with human rights concerns; urges the Council and the Commission to find ways to improve the coordination of the individual actions and policies of EU Member States in the region, as well as between the EU and other interested states; stresses, in this regard, the key role of Turkey as an EU candidate country in Central Asia, and calls on the Council and the Commission to make the most of Turkey's historical, economic and cultural relations with certain countries in the region, fully involving that EU candidate country in the development and implementation of the strategy;

E. overwegende dat de EU belang heeft bij veiligheid en stabiliteit en eerbiediging van de mensenrechten en de rechtstaat in de landen van Centraal-Azië, aangezien strategische, politieke en economische ontwikkelingen en de toenemende transregionale uitdagingen in Centraal-Azië ook een directe of indirecte impact hebben op de belangen van de Europese Unie; overwegende dat de landen van Centraal-Azië, met hun belangrijke energiebronnen en hun inspanningen voor diversificatie onder handelspartners en van aanvoerroutes, kunnen bijdragen aan het voldoen aan de behoefte van de Europese Unie aan zekerheid op het gebied van energie en energieleveranties,
E. whereas the EU has an interest in security and stability and in respect for human rights and the rule of law in the states of Central Asia, since strategic, political and economic developments and the growing trans-regional challenges in Central Asia also have a direct or indirect impact on the interests of the European Union; whereas the states of Central Asia can contribute, with their significant energy resources and by their efforts towards diversification among trading partners and supply routes, to meeting the European Union's need for energy security and energy supply,

6. Kredietinstellingen als gedefinieerd in lid 5, eerste alinea, die in eenzelfde lidstaat zijn aangesloten bij een in die lidstaat gevestigd centraal orgaan kunnen eveneens van toepassing van artikel 5 en van de artikelen 40 tot en met 51 en 65 worden vrijgesteld, mits, onverminderd de toepassing van deze richtlijn op het centraal orgaan, het geheel dat door het centraal orgaan en de aangesloten instellingen wordt gevormd, op geconsolideerde basis aan genoemde voorschriften is onderworpen.
6. A credit institution which, as defined in the first subparagraph of paragraph 5, is affiliated to a central body in the same Member State may also be exempted from the provisions of Article 5, and also Articles 40 to 51, and 65 provided that, without prejudice to the application of those provisions to the central body, the whole as constituted by the central body together with its affiliated institutions is subject to the abovementioned provisions a consolidated basis.
