2. Producer organizations (POs) (a) Degree of specialization: - in addition to the "universal" POs, the following 6 "specialized" groups of POs are allowed: * fruit * vegetables * products intended for processing * citrus fruit * nuts * mushrooms - the Member States are authorized to recognize other specialized POs existing before the reform; (b) Direct sales by producers: these are permitted for up to 25% of their production for producers who are members only of "universal" organizations and up to 20% of their production for producers who are members of other types of PO. Buying-in operations shall be suspended when prices remain above 115% of the Community buying-in price for three consecutive market days; once this condition has been fulfilled, the Commission shall record the fact without delay.

Where, for a given product and for one of the representative markets defined in accordance with the provisions of Article 28(2), the prices communicated to the Commission pursuant to Article 28(1) remain below 115% of the Community buying-in price for three consecutive market days, the Commission shall without delay record that the market in the product in question is in a state of serious crisis.

FRUIT AND VEGETABLES Proposals for Regulations amending: (a) the common organization of the market in fruit and vegetables (b) the common organization of the market in processed fruit and vegetables On the basis of a Presidency compromise which it had examined at its meeting on 29 and 30 April 1996 the Council continued its discussions and instructed the Special Committee on Agriculture to continue examining the principal problems arising, in particular the Community withdrawal compensation, Community part-financing and the arrangements applicable to processed tomatoes, so that the Council could adopt these proposals at its forthcoming meeting in June.
